Procurement of tools which support an overall test process for NAV ICT

The Norwegian Labour and Welfare Service, henceforth referred to as the Awarding Authority, shall procure a new system which support an overall test process. The objective of the project is to enter into an agreement with one or several suppliers for purchase, possibly hire, maintenance and associated supplementary services.
Currently the Awarding Authority has an ongoing annual maintenance agreement with Hewlett Packard for 2 types of software; HP Loadrunner and HP Quality Center. These are the base for the test platform. The Awarding Authority has also a number of smaller specialised systems which are considered replaced.
At present the Awarding Authority is carrying out an assessment on future use of advanced methods for testing, including automated testing, management and generation of test data (including reidentified production data), configuration management of programme codes - user interface.
In addition shall new applications and services be implemented by the Modernisation programme (MOD) and the requirement for this type of software will therefore increase considerably. At present there is no agreement which covers the Awarding Authority’s requirements in connection with this.
The procurement shall be based on the following:
— Purchase, possibly hire of software with accompanying maintenance.
1. Configuration management;
2. Test administration system;
3. Output testing;
4. Function testing and GUI testing (graphical user interface testing);
5. System for test data administration;
— Accompanying services in connection with implementation, installation, adaptation, integration, development, training, consultancy, etc.

Beskrivelse av opsjoner:

The agreement regarding purchase of software will is in effect when both parties have signed the contract and is initiated with a start-up project. The agreement period is 4 years from date of approval with option for the Awarding Authority to prolong the agreement with one year upon written notification minimum 6 months prior to expiration of contract.

Qualification requirement: it is required that the tenderer is a legally established company.

The Award Authority will obtain credit appraisal implemented by Experian. See www.Experian.no. If the tenderer thinks that the credit appraisal gives a wrong impression, supplementary information is to be enclosed the application for qualification.

It is required that the tenderer has good financial solidity. The requirement shall be substantiated by a credit rating of “good creditworthiness” or better.

Teknisk og faglig kapasitet:

(1) Other documentation required (please state below).

Regarding qualification requirement 1: a detailed description of the tenderer’s 3 principal, relevant deliveries for the previous 3 years, including systems/products, values, function/liability areas, dates and recipients. Name and contact information of the contact person at the listed references shall be given in such a way that the Awarding Authority can address if required.

Regarding qualification requirement 2: description of the tenderer’s technical capacity, including description of the relevant units belonging to the tenderer. Use of sub-suppliers.

Regarding qualification requirement 3: statement regarding the tenderer’s quality assurance system as well as certificates, if any, issued by independent bodies. Brief description of the tenderer’s essential method areas/processes with relevance to the delivery. The description must include methodology/process for Start-up project, maintenance services as well as Licence and agreement management.

1. Considerable and relevant experience from corresponding deliveries within the relevant areas is required;

2. Very good implementation ability in relation to the delivery(ies) is required;

3. Established and suitable quality assurance methods are required.
