Procurement of rotary/portal crane to Mo I Rana Harbour
Procurement of a rotary/portal crane.
Mo i Rana Harbour, henceforth referred to as the Awarding Authority shall procure a new rotary/portal crane which shall be installed at the bulk terminal quay in Mo i Rana. Tenders for such crane are therefore requested. The crane shall primarily be used for unloading and loading of bulk masses with grab. The crane shall also have hook (20T) for other types of operations. Further information of the procurement is given in the attached tender documents and accompanying documents.
Delivery of tenders:
All tenders shall be delivered electronically via Mercell MSS;
www.mercell.no within the tender deadline. Tenders submitted subsequent to the tender deadline will be rejected (the system will not allow submitting tenders electronically through Mercell subsequent to the tender deadline).

It is recommended that the tender is submitted well before the deadline for receipt of tenders, e.g. minimum 1 hour prior to the deadline. If there is additional information from the awarding authority which leads to changing the tender before the deadline expires, the tenderer can go in and open the tender and make any changes and send it in again right up until the deadline. The last received tender is regarded as the final tender.
The tender will require electronic signature. In connection with delivery of tender, the tenderer will be asked for an electronic signature in order to confirm that it is the relevant tenderer who has submitted the tender. Electronic signature will be received from
www.commfides.no,
www.buypass.no, or
www.bankid.no.
Attention is drawn to the fact that it may take a few days to get an electronic signature. It is therefore recommended that the tenderer initiates this process ASAP.
Electronic signature outside Norway:
The Awarding Authority emphasis that the Mercell portal supports electronic signatures from Sweden and Denmark:
Sweden: Svensk Bank ID, Nordea.
Denmark Nem ID, TDC/OCES.
In the EU Mercell use a service delivered by Unizeto (
www.unizeto.com) through an agreement with DIFI and the EU project PEPPOL (
www.peppol.eu). This support most of the X.509 certificates, however it is not possible to list all the relevant certificates.
Mercell recommend that the tenderers test out the signing with available certificates ASAP (well before the deadline for receipt of tenders). The test functionality is available in the registration/delivery of tenders documents.
