Procurement of riot control suite for riot control (public order)

The requested product is complete riot control suit for riot control (public order). The suit is intended to be used on top of shock-absorbing body protection equipment. The suit shall i.a. be flame retardant. The product shall be designed in accordance with description given in the requirement specifications in the tender documents. These documents will be distributed to qualified tenderers. The product shall be delivered in various sizes.
The riot control concept consist of several products: shock-absorbing body protection eqiupment, protective gloves, helmets, flame retardant underwear and riot control suits. This means that associated agreements to this procurement are already in force. The products which the riot control suit is related to must be taken into consideration in relation to adaptation/adjustments of the requested riot control suit.
Threat assessment indicates that the equipment in the riot control concept shall provide protection against:
— Blows and kicks,
— Throwing of objects such as bricks, stones and Molotov cocktails with nitric acid and diesel,
— Adhesive fluid such as oil, Zalo (detergent) and paint,
— Use of pointed objects such as sticks and clubs with long spikes on the top,
— Use of slingshots with hard bullets, fragmentation bombs, broken glass and chains.
This indicates that the riot control suit must be of high quality and have great endurance. The product will be used in all weather conditions with varying temperatures and downpour which may be expected in relation to police activities in Norway.

(1) A list of the principal deliveries effected, or main services provided, by the company, in the past three years, with the values, dates and recipients (for supply and service contracts).
(2) A statement of the quality assurance/quality control system operated by the company.
(3) Other documentation required (please state below).
— The tenderer shall enclose an obligation statement (self-declaration) from potential sub-suppliers/manufacturers/joint venture partners/agents. The obligation statement (self-declaration) shall as a minimum contain:
— “X (suppliers/manufacturers/joint venture partners/agents) shall confirm that “Y” (the Awarding Authority) has beneficial rights of the proposed resources during the entire contract period. Date and signature from “X” shall be enclosed the tender,
— The tenderer shall substantiate the proportion of the delivery which is expected to be subject to the suppliers’/manufacturers’/joint venture partners’ liability,
— If the tenderer is forwarding the tender through an agent, the tenderer shall substantiate the agent’s function in relation to the contractual obligation.
