Procurement of laboratory services for oil and sampling equipment and guidance during incidents

The objective of the procurement is to meet the Norwegian Coastal Administration’s and the Norwegian Maritime Authority’s requirement for analyses of oil, sampling equipment and guidance/consultancy in connection with incidents with acute oil pollution.
The analyses of oil/oil products include securing of evidence (finger prints) in relation to oil spill. In order to secure evidence, analyses must be taken of the source of the spill and the actual spill. This shall be use for confirm/disprove the source of the pollution.
In addition, the Norwegian Coastal Administration will need to obtain as much as possible knowledge regarding the characteristics of the pollution. Results from analyses and assessments shall provide as much facts as possible of the oil. These facts shall be used in assessments regarding which mitigation measures shall be implemented.
Knowledge of the oil is essential as regards to which methods shall be used in oil spill protection actions. Analyses and assessments must be summarised in reports which can be used in legal connections, such as court cases, notifications and disputes.

Beskrivelse av opsjoner:

The framework agreement period is 2 years from signing of contract. Option for the Awarding Authority to prolong the agreement with 1+1 year(s). Total maximum contract period is 4 years (2+1+1).

It is required that the tenderer has paid his taxes and duties as well as meet the minimum requirements regarding health, environment and safety. Arrears in relation to taxes and duties will result in rejection.

Credit appraisal from an approved credit rating institution, such as Dun & Bradstreet, Lindorff or Experian. The appraisal shall be based on the most recent know accounting figures with a statement on how the credit appraisal has developed during the previous 2 years.

It is required that the tenderer has solid financial strength, defined as: The tenderer shall be worthy of credit, have a sufficient liquidity and low risk of going bankruptcy.
