Norwegian Space Centre

The Norwegian Space Centre (NSC) hereby invites vendors with solid experience and heritage in the field of microspace satellite technology, to request for participation in a negotiated procedure for delivery of the NORSAT-1 satellite, being the next Norwegian maritime observation satellite.
NSC would encourage vendors to request for participation that can:
- document excellent heritage in the field of microspace satellite technology
- assume responsibility for negotiating a launch for NORSAT-1 to required orbit
- provide hardware and software for the NORSAT-1 ground segment.

Beskrivelse av opsjoner:

NSC reserves the option to include:

- responsibility for negotiating a launch to the required orbit

- delivery of agreed ground segment hardware

- operation of the satellite by the vendor's in-house service.

NSC shall furthermore have the option to procure one or two similar platforms within 4 years of orbit delivery.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate.

(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.

(3) Value added tax certificate (National requirement).

(4) Company tax certificate (National requirement).

Økonomisk og finansiell stilling:

(1) The company's most recent annual report including new information of relevance to the company's accounting figures.

(2) Presentation of the company's annual accounts, or extracts thereof.

(3) Other documentation required (please state below):

Economic and financial situation shall be documented with the following information:

1. Latest approved financial statement with the annual report and auditor's report and any recent information of relevance.

2. Solvency Assessment from a business with a license to operate a credit information bureau. The assessment must be based on the most recent annual or later financially relevant information, should provide information on credit worthiness as well as the degree of bankruptcy risk and must not be dated later than 3 months prior to the deadline for the request to participate.

If the vendor has valid reasons not to disclose/submit the requested documentation, alternative documentation may be accepted, such as guarantees from parent companies that meet eligibility requirements (it must be accompanied by documentation as requested above for parent company) or declaration from the auditor that documents the fulfillment of the requirement.

The vendor shall have sufficient economic and financial capacity to fulfil his contractual obligations.

Teknisk og faglig kapasitet:

(1) Overview of the company's total manpower.

(2) A list of the principal deliveries effected, or main services provided, by the company, in the past 3 years, with the values, dates and recipients (for supply and service contracts).

(3) Other documentation required (please state below):

Description of the organizational, professional and technical qualifications of the vendor, whether it belongs to the vendor itself or subcontractors/ co-operating enterprises, hereunder

- technical units and personnel

- manufacturing and test facilities used for fulfillment of the contract

- access to and use of launch system providers.

If the vendor relies on other enterprise's capacity to meet the contractual obligations, the enclosed “Liability Statement” from the relevant subcontractor(s) shall be filled out and submitted, signed by a duly authorized representative for potential subcontractors.

Documentation of the most important relevant and similar deliveries of microspace satellites and related services the last 3 years.

The documentation must provide for:

- customers' names and contact information

- delivery scope

- statement of the delivery's relevance to this procurement

- documentation of:

o number of fully operational microspace based satellites in orbit

o aggregated number of months of 100% successful on orbit operation

o orbit altitude range of operational satellites

o the vendor's experience with radiation tests

o record of previous low cost “piggyback” launch to orbit

o experience working with launch system providers and negotiating a launch to a required orbit

o previous delivery of ground segment hardware and software.

The vendor shall have the sufficient capabilities to fulfil his contractual obligations with respect to the scope of procurement as described in section 2 of the Qualification Basis.

The vendor shall have sufficient experience of successful deliveries of similar and relevant to the scope of procurement as described in section 2 of the Qualification Basis.

Objektive utvelgelseskriterier:

The selection will be based on an overall assessment of the vendors as to those that to the greatest extent fulfil the technical and professional qualification requirements in section 4.4 of the Qualification Basis with particular weight on previous experience according to the following criteria:

- number of fully operational microspace based satellites in orbit

- aggregated number of months of 100 % successful on orbit operation

- orbit altitude range of operational satellites

- the vendor's experience with radiation tests

- record of previous low cost 'piggyback' launch to orbit

- experience working with launch system providers and negotiating a launch to a required orbit

- previous delivery of ground segment hardware and software

Furthermore the following criteria will be emphasized:

- number of flight ready satellites, satellites in fabrication and satellites cued for fabrication

- on orbit platform failures.

Finally the selection will also take into consideration the need for good competitive dynamics.
