Prequalification restricted tender - observation platform fixed by cables for surveying the seabed

The contract is for the development and delivery of an observation platform fixed by cables for visual surveys of the seabed.
The Institute of Marine Research has used an observation platform for several years (see the description in the attached specifications (annex 1)). This is a steel construction equipped with three “legs”, powerful sound, High-definition and standard definition video, pan and tilt for high-definition video camera, depth measurements, altimeters and a fixed rudder.
The new observation platform shall include all these elements but follow a new and more appropriate design, and in addition have a movable rudder. In connection with the development of this equipment, the control system for the existing observation platform is to be upgraded so that the new and old unit can be used together without major configurations.

Credit rating, not older than 3 months, based on the last known accounting figures and that includes, among other things, information on ownership and payment comments. The rating shall be carried out by a credit information company that has a licence for their activities.

The credit rating shall not be worse than A (credit worthy) or equivalent if another rating is used (numbers).

Tenders from service providers with a rating lower than A or equivalent (i.e. not credit worthy or credit worthy with security) will not be assessed.

The awarding authority reserves the right to require further information in order to verify whether the tenderer has sufficient financial strength, such as, for example, the annual accounts or similar.

Service providers shall have their finances in order and the financial capacity to fulfil the assignment/contract.

Teknisk og faglig kapasitet:

A description shall be given of the service provider’s product, which fulfils the awarding authority’s minimum requirements for the delivery, as stated in the specifications, see annex 1.

A short and general description shall be given of the company. This is to include an account of the company’s business idea and core competence related to the delivery, an overview of the company’s history and a description of the current company.

Description of how the service provider is organised for carrying out this assignment, including the service provider’s production capacity. If cooperation partners/sub suppliers are used, this must be described, cf. the above in point 1.4. The awarding authority will only deal with one service provider. The service provider will have the same responsibility for their cooperation partners’ services as for their own services.

A short description shall be given of the general quality assurance system that the service provider will use for the development of the product.

The service provider shall describe his professional competence and experience as regards the production of the requested service.

Overview of the company’s most important contracts in the last 3 years. At least one of the projects ought to have had tight deadlines. The references shall include information on product, value, date, and the company and contact person. The awarding authority shall be able to contact the listed references.

Certificates from the last 3 relevant/important references.

Service providers shall be able to provide the requested product in accordance with the attached specifications, see Annex II in the specifications.

Service providers shall have good competence and experience from equivalent contracts.

Prosedyre
Begrunnelse for hurtigprosedyre:

The observation platform fixed by cables shall, according to the plan, be taken into use 27.4.2012. As the project has only now been awarded resources for the procurement of a new observation platform, the procurement will be carried out as an accelerated procedure in accordance with the public procurement regulations § 19-5. The reason for this is the late granting of resources from the granting authority and the fact that the delivery of data from the planned mission is of great importance, including a requirement from four different departments. If we do not procure an observation platform within the deadline, the Institute for Marine Research cannot carry out the mission. The terms for using the exception rule in the Public Procurement Regulations § 19-5 must therefore be seen as fulfilled, due to, among other things, that the reason for it being necessary to use the accelerated procedure in accordance with the Public Procurement Regulations §19-5 cannot be seen as self-inflicted.

Objektive utvelgelseskriterier:

The awarding authority will carry out an assessment of to what extent the service providers are qualified to participate in the competition, based on an assessment of the state qualification requirements. A selection will be made based on a ranking of which service providers best fulfil the qualification criteria.
