Operation and user-support: ICT function for Fyresdal, Nissedal and Seljord municipalities

1.0. The assignment - summary.
The assignment comprises operation of any software that, at any given time, are in use in the relevant municipalities - Fyresdal, Nissedal and Seljord. Central operation shall be at the service provider's equipment.
The assignment also applies to user support of local equipment. User support for applications are provided by application service providers, in accordance with further appointments, but the service provider must be active in all kinds of problem solving on behalf of municipalities, especially in relation to third parties and regardless of who is responsible for solving a problem. Supplier shall "own" the problem on behalf of the municipality.
The municipalities have no employees that are earmarked for ICT operations. Supplier must deliver the same services and high level of service that one would expect of a well-developed and qualified local ICT function. This means that relevant competence and experience will be required, as well as fast response time in case of disruptions/downtime, or if support is needed.
Supplier shall be conversation partner for municipalities in strategic issues within the field, including security and communication.
Supplier will be responsible for procurement of ICT equipment in accordance with local framework agreements, and in consultation with the relevant municipality. This service shall be included in the total cost of the assignment. Work in connection with maintenance and entry into new framework agreements are not part of the assignment, but supplier may be asked for their point of view as part of an agreement process.
The municipalities are in a dynamic situation, both in regards to their own operations, regulatory responsibilities, inter-municipal co-operations and relevant IT solutions. As a result of this, supplier will become part of the operations in regards to implementation of new, and replacement of old, IT-solutions. Big changes are taking place, specially within the health / nursing / care sector, (the co-operation reform on the big changes (the "co-operation regulation"), which increases requirements to secure communication between different data-systems.
Date for implementation of the contract is assumed to be 1.4.2013, at the latest.
