Open tender contest - operational services relating to hardware, infrastructure and software

The Equality and Anti-Discrimination Ombud (LDO), henceforth referred to as the Awarding Authority (LDO), shall promote gender equality and oppose discrimination based on i.a. these factors: gender, ethnicity, religion, disability, sexual orientation and age. The Awarding Authority enforces the discrimination prohibitions in the statutory framework, provides guidance and is an initiator for equality and diversity.
The Awarding Authority (LDO) has approx. 65 employees and is administratively placed under the Ministry of Children, Equality and Social Inclusion. The budget for 2012 is approx. 54 000 000 NOK. The Awarding Authority (LDO) has office in the central areas of Oslo. The Awarding Authority (LDO) intends to enter into an agreement for operational services in relation to hardware, network and software based on the Norwegian State’s standard agreement for IT procurement - Operational Services Agreement SSA-D.
The Awarding Authority’s (LDO) objective of the procurement is operational services related to the Awarding Authority’s (LDO) infrastructure comprising hardware, network and software. Currently there are special maintenance agreements with individual suppliers for every professional system. In connection with providing the service, the service provider shall employ the best possible practice as a standard for the relevant area.
Operational services for IT related to the Awarding Authority’s (LDO) infrastructure shall be an efficient tool for supporting the strategy and goal-set professional core activity and administration in the Awarding Authority’s (LDO) organisation. The system and computer structure shall be relevant, consistent and load-bearing for all hardware and software in use by the Awarding Authority (LDO). This presumes:
— professional and differential assistance in connection with operation, maintenance and development,
— notification from the Awarding Authority (LDO) (for assignment) shall aim at short, simple and efficient communication,
— consequence perspective in connection with ICT (Information Communication Technology) policy and procurement deacons on short, medium and long terms,
— plain liability relations when using the Awarding Authority’s (LDO) ICT system from the Awarding Authority’s premises and the outside,
— pro-active operation which requires good communication and interaction when several providers are involved, together with the Awarding Authority (LDO).
The Awarding Authority (LDO) aims at enter into a maintenance agreement for a period of 4 years, starting 1.12.2012. This is an open tender competition which means that negotiations will not be entered into.
The value of the contract is estimated to be more than 1 600 000 NOK which is above the EEA threshold values. The tender competition is also published in the TED database.
Parts I and III in Regulation for public procurement applies for this tender competition. The tender documents are published in the following formats: PDF, ODF, Word 97-2003 and Excel 97-2003.
Documents published in Word and Excel are to be use in connection with further preparation by the tenderers. In connection with this the tenderers are asked to pay attention to the tender documents’ point 6.9.1 Delivery format, where it is described in which format the tender shall be submitted.
