Previously the Norwegian Government Agency for Financial Management, henceforth referred to as the Awarding Authority, was named Centre for Governmental Financial Management, but changed name 14.11.2011. The Awarding Authority is responsible for strengthening the governmental financial management and improving the use of resources for the area. The Awarding Authority is consultants for governmental financial management and executes administration assignments for all government agencies.
The Awarding Authority also provides financial services (wage and accounting services) for approx. 70 % of the government agencies.
The Awarding Authority uses the system Agresso for the accounting area, whilst Basware is used for electronic invoice processing and e-trade. The Agresso system has 140 government agencies as users, divided in 8 databases and has a total of approx. 5 000 users of self service and smart client.
Basware has 140 government agencies as users for electronic invoice processing and 6 agencies are using the e-trade system.
The Awarding Authority wishes to enter into an agreement with qualified consultants for short-term or long-term contracts related to assignments of various complexity and extent. Special requirements are made for knowledge and competence in relation to Agresso and Basware. The consultancy services are divided in 6 areas:
A. Consecutive administration of the Awarding Authority’s system for the accounting area (Agresso);
B. Consecutive administration of the Awarding Authority’s system for electronic invoice processing and e-trade (Basware);
C. Further development and project management of the Awarding Authority’s system for the accounting area (Agresso);
D. Further development and project management of the Awarding Authority’s system for electronic invoice processing and e-trade (Basware);
E. Consultancy in connection with implementation of e-trade;
F. Consultancy in connection with development of the e-trade service and other consultancy related to the e-trade area.
Number of service providers is limited to up to 1 for areas A and B and up to 3 for the areas C, D, E and F.
