Open tender competition-development/implementation of changed economy model for national accounts

The Norwegian Government Agency for Financial Management (DFØ) is holding an open tender competition for a contract for consultancy services for work on the further development of the national accounts in connection with the implementation of a new standard account plan in the government.
The Government Financial Management Centre was established 1.1.2004 as an administrative organ under the Ministry of Finance. The entity changed its name to the Norwegian Government Agency for Financial Management (DFØ) 14.11.2011. DFØ's task is to strengthen national finance management and improve the use of resources in the field. See www.dfo.no for further information on DFØ and our organisation.
The national account's economy system consists of 3 main parts:
— The reception system that is self-developed and supports validation and entry of electronically reported accounting data,
— Agresso accounting system where the national accounts are collocated,
— Reporting to different users of the national accounts. The reports are based on the account information from Agresso, but some manual processing of data is needed for the report production.
The national account's economy system has the following interface with other systems:
— Each accountant's accounting system is used to submit a report with the accumulated accounting figures (S-report),
— The Ministry of Finance's economy system (Budsys) where the interface is both incoming and outgoing.
The contract shall further develop the national account's economy system so that a new entry string is implemented. This means that different interfaces, the content in data models and functionality must be changed where necessary.
The prerequisites/frameworks for the contract are as follows:
— The system portfolio and system architecture shall be kept as it is today,
— A new entry string as described in this document shall be implemented in the system,
— The budget system Budsys shall not be affected by the changes in the entry string,
— All the existing reports shall be offered in the same form as today, but a minimum system for reporting the national accounts in accordance with the office plan must be assessed,
— A new publication system is not included as a part of the project.
The new system for the national account's economy system shall be put into production by 1.1.2014 at the latest.
