The Norwegian Broadcasting Corporation (henceforth referred to as NRK) invites to an open tender contest for purchase of technical meeting room systems for meeting rooms of various sizes and shapes. NRK uses the video conference system Microsoft Lync, and the tenderers must, therefore, have good knowledge of this system.
The framework agreement includes:
— engineering design,
— new installations,
— upgrading of existing systems,
— consultancy services,
— hardware/software,
— service and support.
NRK aims at entering into a framework agreement.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

1. Certificate from the Office of the Chief Municipal Treasurer showing paid taxes and employers' national insurance contributions (Form RF-1244 should be used). The certificate shall not be older than 6 months from the deadline for receipt of application. Any arrears must be substantiated.

2. Certificate from the tax collector office showing paid VAT (Form RF-1244 should be used). The certificate shall not be older than 6 months from the deadline for receipt of application. Any arrears must be substantiated.

The requirement is mandatory for Norwegian tenderers, only, but international tenderers are encouraged to submit corresponding documentation.

Qualification requirement: The tenderer shall confirm that the company comply with statutory Norwegian requirements regarding health, safety and environment (HSE).

Documentation requirement: HSE self-declaration substantiating that the tenderer comply with, possibly in connection with contract award will comply with, statutory Norwegian requirements regarding health, safety and environment (HSE). The HSE self-declaration form can be downloaded from http://www.regjeringen.no/upload/kilde/fad/red/2006/0032/ddd/andre/280340-hms-egenerklaering.rtf.

Qualification requirement:

The tenderer must be a legally established company.

Documentation requirement: Company registration certificate or corresponding documentation showing the tenderer’s registration in a professional or trade register, in the country where the company is established.

Økonomisk og finansiell stilling:

Economic and financial position shall be substantiated by presenting the following information:

— the most recent approved annual accounts with annual report and the auditor’s report as well as recent, relevant information,

— credit/solidity appraisal and bankruptcy prediction from an acknowledged credit rating agency shall be attached the request for qualification. The appraisal shall inform of: (1) credit worthiness, and (2) chances of going bankruptcy (bankruptcy prediction). The appraisal must not be older than 3 months from the deadline for receipt of tenders,

— unless the tenderer oppose, NRK will, free of charge, carry out an assessment of the tenderer’s economic and financial position, through Experian.

Teknisk og faglig kapasitet:

— Qualification requirement: The tenderer shall have the capacity to carry out a nationwide delivery of both equipment and services, as well support and service with particularly emphasis on Marienlyst, Oslo.

Documentation requirement:

— description of the tenderer’s delivery and service organisation, including number of employees, as well as description of the tenderer’s logistics and how this is managed in a nationwide context, with special emphasis at Marienlyst/Oslo.

— It shall be specified which resources belonging to the tenderer and which resources belong to other companies, if any. If the tenderer depends on other company’s capacity in order to comply with the contractual obligations, a signed Liability statement from relevant subsuppliers shall be presented, compare annex 2.

Qualification requirement:

The tenderer shall substantiate good knowledge and experience with meeting room systems and particularly the video conference systems (Microsof Lync) in small and large meeting rooms. Documentation requirement:

— description of the knowledge level and experience of requested competence,

— if subsuppliers are engaged, a description of these shall be given.

The tenderer shall have an organisation structure able to dedicate regular contact persons with follow up responsibility of clients for NRK, with emphasis on Marienlyst, Oslo.

— description of how this is going to be handled.

Note that NRK requests description of the organisation structure. The proposed personnel’s competence is evaluated under the award criterion “Tilbudt kompetanse og prioritet (“Proposed competence and priority”). Not to be described here. See Annex 2, chapter 8.

The tenderer shall describe the principal, relevant deliveries for the previous 3 years, related to deliveries included in the tender invitation, including meeting room systems and particularly the video conference systems (Microsoft Lync) in small and large meeting rooms.

References shall as a minimum be described with the following information:

— name of the customer,

— contact information at the awarding authority; name, position, e-mail address and telephone number,

— brief description of the deliveries as well as scope/value,

— period and duration.
