Forsvarsbygg (award authority) has determined that the organisation shall have one common management information system.
Award authority has continually kept their focus on improving their work processes to obtain a cost-effective procurement. In this work, the use of IT is an important tool in all stages of production. The solution shall be easy to use, with a web interface that is intuitive and recognisable. At the same time, users shall experience that they can efficiently find the information they are looking for.
The business management system in Forsvarsbygg is based on the principles for balanced purpose, result and risk management. New business management system shall be a reporting solution that compiles information from the strategy process' targets and result performance, and up until the actually achieved results.
Risk management shall ensure that appropriate measures are implemented at the earliest possible time if goal achievement is threatened.
Forsvarsbygg requests a system in which all employees work within the same solution, and reports must be generated from lower to higher levels in the organisation. Reports must be easily transferred to word processing, spreadsheet or pdf format.
Reporting solution should run on the database platform, MS SQL or Oracle.
The cost related to the procurement of the tool(s), including necessary equipment, is assumed to be a maximum of 40 percent of the contract price.
Award authority expects that a minimum of 60 percent of the contract price comprises services related to the delivery. This includes everything from setup, training, operation, maintenance and development of the selected solution.
