Forsvarsbygg

Forsvarsbygg (award authority) has determined that the organisation shall have one common management information system.
Award authority has continually kept their focus on improving their work processes to obtain a cost-effective procurement. In this work, the use of IT is an important tool in all stages of production. The solution shall be easy to use, with a web interface that is intuitive and recognisable. At the same time, users shall experience that they can efficiently find the information they are looking for.
The business management system in Forsvarsbygg is based on the principles for balanced purpose, result and risk management. New business management system shall be a reporting solution that compiles information from the strategy process' targets and result performance, and up until the actually achieved results.
Risk management shall ensure that appropriate measures are implemented at the earliest possible time if goal achievement is threatened.
Forsvarsbygg requests a system in which all employees work within the same solution, and reports must be generated from lower to higher levels in the organisation. Reports must be easily transferred to word processing, spreadsheet or pdf format.
Reporting solution should run on the database platform, MS SQL or Oracle.
The cost related to the procurement of the tool(s), including necessary equipment, is assumed to be a maximum of 40 percent of the contract price.
Award authority expects that a minimum of 60 percent of the contract price comprises services related to the delivery. This includes everything from setup, training, operation, maintenance and development of the selected solution.

(3) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

(1) Presentation of the company’s annual accounts, or extracts thereof.

(2) Statement of the company’s turnover, of relevance to this contract, for previous years.

Annual accounts / Key figures - Presentation of the last two statements, and the current year interim report.

Declaration of the company's total revenue - and the part of the turnover related to the business management systems for the last three financial years.

Credit evaluation - Credit rating of the supplier, no older than 6 months from the end of the pre-qualification deadline. The assessment must be made by an approved independent credit rating company. The result of credit rating shall be given as a graded value (letters or numbers) to a defined scale.

Teknisk og faglig kapasitet:

(1) Manpower proposed for this contract (organisation chart) with names and CV's of the key personnel who will be responsible for its execution (for service and works contracts).

(2) A list of the principal deliveries effected, or main services provided, by the company, in the past three years, with the values, dates and recipients (for supply and service contracts).

Assignment List - A list showing supplier's five largest or most significant assignments in the delivery of management information systems (business management) during the last three years. The list shall include information about the value, date and name of the public or private recipients of the service. In addition, supplier shall also submit contact information for at least two of the five recipients. Forsvarsbygg will consider contacting references and implement any reference visit.
