Narvikgården AS

Narvik municipality's council has decided to start negotiations with Narvikgården AS for the transfer of several municipal buildings, including the town hall, to Narvikgården AS. Narvik municipality would then like to rent the town hall with the prerequisite, amongst other things, that one achieves the condensing that is necessary so that municipality's employees that are currently in the buildings that will be sold can be placed in a renovated and modernised town hall.
Therefore Narvikgården AS is announcing this competition for a needs and function analysis as well as engineering design services and project management.

Beskrivelse av opsjoner:
The assignment will consist of three lots where the conclusions in the previous lot will be decisive for the next lot that shall be carried out. Lots two and three will be options for the awarding authority.
The service provider shall thus submit three sub tenders that together make up the entire procurement if lots 2 and 3 are used. It is the total tender for the entire procurement, including the options, that will be assessed against the award criteria, whilst the awarding authority has the right to procure only individual lots without this having any consequences for the price. The prices for each lot are thus binding.

Lot 1:
Lot 1 consists of reviewing/mapping Narvik town hall’s maximum capacity/occupancy state as regards the number of office places/work places with communal rooms etc. through a needs and function analysis and working out a room programme. This shall be quality assured as regards architectural assessments of the area use, the current guidelines, area norms and requirements for modern and future orientated office solutions etc.

The service provider shall carry out the review work in cooperation with the awarding authority and the established project organisation so that the plan solutions etc. are consensual.
Lot 2 (option):
Lot 2 will only be taken up if the awarding authority deems that there is sufficient capacity/satisfactory occupanacy state so that one gets the condensing necessary so that the persons that currently are in different buildings can move into the town hall and that this can be down with good functional solutions.

Lot 2 consists of working out tender documents for a turnkey contract with given function and quality requirements based on the necessary mapping and planning for required works for alterations to Narvik town hall as well as carrying out a tender competition in accordance with the rules for public procurements. The tender’s terms and the choice of contract shall be clarified with the awarding authority.

Lot 3 (option):
Lot 3 will only be taken up if the awarding authority gets acceptance for its rent terms requirements, with the rent amount being a central factor. The terms will be based on the chosen service provider’s tender. It is Narvik council that must give such acceptance on behalf of Narvik municipality as the future tenant.

Lot 3 consists of announcing a public competition for assignments such as builder ombudsman/construction manager and then choosing tenderers in cooperation with the awarding authority.
Furthermore lot 3 consists of carrying out the project manager function for the awarding authority, including, amongst other things:
— planning, organising, managing and inspecting the total process, including carrying out or ensuring that the assignments that the awarding authority are responsible for are carried out in accordance with the authority and user requirements, rules, routines, norms etc,

— establishing, coordinating and managing the part of the project organisation the awarding authority defines,
— ensuring that the awarding authority’s current management and reporting routines are always followed,
— planning and managing progress,
— taking care of budgeting and financial management, including working out change orders, audits and reports in accordance with Narvikgården’s current routines,
— taking care of risk assessments/uncertainty analyses in the project and reporting the results of these assessments in accordance with the routines that apply for Narvikgården,
— taking care of health, environment and safety during the planning and execution. Including builder obligations as stated in the Builder Regulations,
— other related assignments as agreed,
— the above mentioned assignments is not complete and it can be changed and/or other assignments can be added as needed, however limited to what naturally belongs to the project manager function. All the assignments shall be carried out in accordance with the procedures and systems that apply for the project,

— the hired project employees must have knowledge of data and MS Office as a work tool, as well as understanding both oral and written Norwegian.

The company's annual accounts/annual report for the last three accounting years with the complete accounts are to be enclosed.
All tenderers will be credit rated through Dun & Bradstreet (or equivalent) and must at a minimum have credit rating AA. This will be done by the awarding authority.

The service provider shall have sufficient economic and financial capacity to fulfil the assignment.
Teknisk og faglig kapasitet:

An account of the service provider's quality assurance system/control system so as to show how the assignment can be carried out efficiently.
An account of the service provider's internal routines/contracts that ensure that the assignment will be carried out in cases of illness or other unforeseen conditions that occur (including capacity changes).
An overview shall be enclosed of the service provider's equivalent assignments in the last three years. At least three equivalent assignments must be referred to. Information shall be given on the recipients of the services, the value of the assignments and a contact person that can be contacted if needed.
