Description of the contract.
Kirkerådet would like to enter into a framework agreement for the management of Register.kirken.no. The framework agreement will be for 3 years with an option for a further 1 year.
This contract includes:
1. Management of the system in a computer centre
The ICT report “National ICT commitment in the Norwegian Church Decision basis for the owners: Stage 1” was published in January 2011: http://www.kirken.no/?event=downloadFile&FamID=160490.
The further development of Register.kirken.no will be carried out in accordance with this strategy.
Dnk currently has a web based register system that is used by all central and local units in Dnk. The users are spread over more than 1500 units (central bodies, diocese councils, deaneries, church councils and parishes) over the whole of Norway.
The system administers information on Dnk’s members and those belonging to it, council membership, employees, users, organisation units, church actions and tax free gifts. Elections for the parochial church council and diocese council are held every other year and the register system is the basis for this process. The register system is built up on information from central government registers such as the Central National Register, the Central Coordinating Register for Legal Entities, the AA Register and the Land Register.
This central system was established and set into operation in 2009. Further development has been carried out in 2009-2011. Dnk plans further development in a number of areas such as:
— Close connection with various local church case handling systems,
— Keeping the electronic church book,
— Increased use of the portal framework and intranet,
— Increased integration with kirken.no,
— Improved mechanisms for analysis and decision support based on information in the central database,
— Use of the meta database concept and the accompanying technology,
— Integration with MinID for authentication.
The current technical system is based on Java, with MySQL database. The server environment is Linux based. The portal frameworks are Liferay. The technical architecture as well as the development framework will be reassessed for all of or parts of the system, including new modules. Both opensource and more proprietary platforms will be considered.
