Norsk rikskringkasting AS (NRK) - organisation no. 976 390 512.
Arbeids- og velferdsetaten v/ NAV Økonomistab - organisation no. 889 640 782 / 990 983 291 (NAV).
Barne-, ungdoms- og familiedirektoratet - organisation no. 986 128 433 (BUFD), who will enter into agreement on behalf of the regions in Barne-, ungdoms- og familieetaten.
Direktoratet for naturforvaltning and Statens naturoppsyn – organisation no. 971 036 028 (DN / SNO).
Norges vassdrags- og energidirektorat (NVE) - organisation no. 970 205 039.
Sjøfartsdirektoratet - organisation no. 974 761 262.
Toll- og avgiftsdirektoratet (TAD) - organisation no.: 974 761 343, which will enter into agreement on behalf of Tollvesenet, i.e. the regions:

The objective of the framework agreements is to ensure the awarding authorities access to leasing services. A framework agreement for leasing of vehicles (passenger cars, lorries and buses) shall be entered into, as well as for other operating equipment the Awarding Authorities will require. Norsk Rikskringkasting is functioning as administrator of the agreement in this cooperation.
The extent of the agreement may be influenced by political decisions as well as central and local priorities. It is therefore difficult to determine estimates for orders/call-offs against the agreement. An estimate without obligation for number of contract per annum is:
For NrK: approx. 100 leasing contracts.
For the remaining awarding authorities the figures are uncertain, but a total estimate for all awarding authorities is approx. 150 leasing contracts per car per annum + a small number of leasing contracts for other operating equipment. The estimates are not binding. The contract will not include any minimum or maximum extraction. The Awarding Authority uses Mercell Sourcing Service in this tender procedure. Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
Økonomisk og finansiell stilling:
The tenderer shall substantiate solid financial strength which leaves no doubt about continuous operation during the agreement period.
Documentation requirements:
— annual reports for the previous 3 years with auditor approved accounts, the auditor’s report and possibly certified transcript of the most recent period accounts for 2011, in case the annual report is not yet ready,
— the tenderer shall present credit appraisal from a publicly approved credit rating agency.
The credit appraisal shall be based on the most recent know accounting figures. The credit appraisal shall be a so called rating (contain credit rating, sub-evaluations and historical rating).
The credit rating shall not be lower than A (worthy of credit) or equivalent if other rating is used (figure rating). Tenders from tenderers’ with lower rating than A or equivalent (i.e. not worthy of credit or worthy of credit against guarantee) will be rejected.

Teknisk og faglig kapasitet:
The tenderer shall substantiate competence and professional capacity:
— well-established and complete supplier of leasing services to business customer,
— a participant with strategies to follow the development within the relevant subject areas,
— be a tenderer with focus on quality in all segments of the activity as well as internal system for quality assurance,
— a supplier with competent and efficient Key - Account organisation.
Documentation requirement:
All points shall be documented separately and in such a way that they can be assessed against the relevant service categories.
Delivery ability:
The tenderer shall have an organisation with a total capacity to serve the Awarding Authorities in an adequate manner during the entire contract period.
Documentation requirement: A brief description of the supplier’s organisation, ownership structure and number of employees shall be given.
Relevant references and deliveries: The tenderer shall state minimum 3 recent, relevant, and well documented references.
The references shall be from customers of corresponding extent, complexity as the awarding authorities included in this contract.
