The Norwegian Broadcasting Corporation, henceforth referred to as the Awarding Authority, wishes to receive tenders for purchase of taxi services in connection with transport of people at the Awarding Authority’s premises in Hordaland (Bergen) and at Tyholt (Trondheim). The contract(s) shall ensure the Awarding Authority reliable access to taxi services with prices and conditions that are in accordance with the users’ requirements and expectations. It is also important to have simple routines for booking and payment.
Tenders can be given for one or both locations subject to competitive tendering.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
Økonomisk og finansiell stilling:
The tenderer shall substantiate healthy economy which ensures continuous operation during the agreement period.
Economic and financial position shall be substantiated by providing the following information:
— the annual reports for the previous 3 years with auditor approved accounts, the auditor’s report as well as certified copy of the latest period’s accounts for 2011, if the annual report is not yet prepared,
— if the tenderer finds that the presented documentation regarding the financial positions may be considered inadequate, the Awarding Authority will accept alternative documentation certified by auditor, possibly recent, relevant credit appraisal (not older than 1 month from the tender deadline) which substantiate the tenderer’s financial position.

Teknisk og faglig kapasitet:
Documentation showing competence and professional capacity:
— the tenderer shall be a well-established provider of taxi services for one or several of the geographical areas subject to competitive tendering,
— the tenderer shall as a minimum have passenger cars/ estate cars and minibus/maxi taxi in his portfolio.
Description of the vehicles and number of vehicles.
— The tenderer shall have options for transporting physically disabled people and children,
— the tenderer shall have strategies for keeping up to date within the relevant service area,
— the tenderer shall have established a quality assurance system,
— the tenderer shall substantiate works for reduced pollution,
— the tenderer shall describe his competence in managing large corporate customers,
— the tenderer shall describe system for recruitment and training of drivers.
All of the above listed requirements shall be answered and documented separately.
The Awarding Authority will carry out a holistic evaluation of the respond to these points in order to evaluate if the tenderer is qualified for participation in the tender contest.
The tenderer shall present minimum 3 relevant and well documented references of recent date.
The references shall be from customers of corresponding size and complexity as the Awarding Authority.
The references shall be described by providing the following information:
— the name of the awarding authority,
— contact information of the awarding authority; name, position, e-mail address and telephone no,
— date and duration,
— achieved improvement, if any, in the quality of the provided service.
