MA2417/11E Conversion and termination equipment, framework agreements

Norsk rikskringkasting (NRK) invite companies to an open tender competition for the procurement of module distribution and processing equipment for broadcasting signals.
In time with NRK’s renewal of technical installations there will be a different need for modular SDI equipment. Equivalent equipment that falls within this contract was purchased in 2011 for a value of approx. 10 000 000 NOK. NRK cannot bind itself to an exact volume, as the need can vary greatly depending on technological development, replacement and upgrade/supplementary needs in the contract period.
The following two equipment categories are included in the framework agreement:
Category 1: Modular equipment for electrical optic/optical electrical conversion and fibre transport of uncompressed broadcasting signals.
Category 2: Modular equipment for video and sound processing and distribution of uncompressed broadcasting signals.
Tenders can be given for one of the equipment categories or for both. NRK would like to enter into parallel framework agreements with 3 to 6 suppliers within each equipment category.
NRK’s need within the respective product areas and services shall thus be seen as the current need at when the contract is signed and must not be seen as fixed for the whole of the contract period. The framework agreement shall also be used for the procurement of other and new products that have to be introduced in the contract period and that can naturally be defined as under the contract’s extent.
NRK reserves the right to outsource major projects in the market.

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

Økonomisk og finansiell stilling:

The supplier shall have a satisfactory economic and financial position that ensures continued operation for the whole of the contract period. Documentation requirement: The economic and financial position shall be documented by the following information:

1. The last approved annual accounts with the annual report and the auditor’s report as well as any relevant recent information.

2. Solidity evaluation from a company with a licence to operate credit information activities. The rating must not be older than 3 months from the deadline for receipt of tenders and it ought to inform about credit worthiness.

If a supplier has a valid reason as to why the requested documentation cannot be enclosed, a guarantee from a parent company that fulfils the qualification requirement, or alternative documentation in the form of, for example, a statement from an auditor or financial institution that is suitable to fulfil the documentation requirement can be accepted.

Teknisk og faglig kapasitet:

The supplier shall have the capacity for nationwide deliveries of both equipment and services including support and service. Documentation requirement: Description of the supplier’s delivery and service organisation, including the number of employees, with a special emphasis on how NRK’s nationwide interests shall be taken care of, however with the main emphasis on Marienlyst/Oslo.

Specifications of which resources that belong to the supplier and which belong to other companies. If a supplier will use other companies’ capacity to fulfil the contract obligations, a binding statement / Declaration of sub supplier s commitment from the relevant sub suppliers shall be enclosed.

The supplier shall state at least three relevant references.

The references shall be customers that run equivalent activities as NRK with the equivalent demands on products.

Documentation requirement: References shall as a minimum be described with the following information:

— the customer’s name,

— contact information at the awarding authority; name, position, e-mail and telephone number,

— short description of the deliveries,

— period and length.
