NRK would like tenders for a framework agreement for waste handling in NRK’s buildings at Marienlyst.
NRK’s main aim for the waste handling is that it shall be environmentally friendly, functional and cost efficient. The waste handling shall contribute positively in the profiling of NRK as a well run company. This means responsible handling as regards the law and regulations and that all methods and routines are of high quality. Tenderers must have a licence to collect and transport waste in the Oslo area, as well as have the right to treat the relevant fractions or have cooperation partners who have the necessary rights (see the tender documents part II).

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.
(3) Value added tax certificate (national requirement).
(4) Company tax certificate (national requirement).
(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
The service provider shall enclose a self-declaration on conduct cf. annex 1 – self declaration on conduct.
The contract will have requirements regarding wage and work terms, cf. the rules in the wage and work terms regulations in public contracts from 8.2.2008.
The regulations demand that awarding authorities shall require in their contracts that employees at suppliers and any sub suppliers who are directly involved in the fulfilment of the contract, have wage and work terms that are not worse than those in the current national tariff agreement, or what is otherwise seen as normal for the relevant place and profession. This also applies for work that shall be carried out abroad.

Økonomisk og finansiell stilling:
(1) The company’s most recent annual report including new information of relevance to the company’s accounting figures.
The last 3 years approved annual accounts with the annual report and the auditor’s report as well as any recent relevant information.
Solidity evaluation from a company with a licence to operate a credit information company. The rating must not be older than 1 month from the deadline for receipt of tenders and it ought to include information on credit worthiness and the degree of bankruptcy risk (bankruptcy prediction).

If a service provider has valid reasons as to why he cannot enclose the requested documentation, a guarantee from a parent company that fulfils the qualification requirements, or alternatively documentation in the form of, for example, a statement from an auditor or financial institution that is suitable to fulfil the documentation requirement can be accepted.

The service provider must have a turnover of at least 10 000 000 NOK.
The service provider must document contracts of an equivalent size and complexity.
Teknisk og faglig kapasitet:
(1) A list of the principal deliveries effected, or main services provided, by the company, in the past 3 years, with the values, dates and recipients (for supply and service contracts)
(2) A statement of the quality assurance/quality control system operated by the company.
The tenderer must have a licence to collect and transport waste in the Oslo area, as well as having the right to treat the relevant fractions or have cooperation partners who have the necessary rights (cf. the tender documents part II).
A good ability to fulfil the contract is required. Description of instruments, machines, tools, materials or technical equipment that is of importance for fulfilling the contract.
In order to ensure a low impact on the environment and good quality service, the service provider is required to have systems for the follow up of the following conditions: Continual improvements in:
—The organisation’s competence in environment and safety,
—Follow up of drivers (Fuel consumption/emissions, damages, etc.),
—Waste handling including hazardous waste connected to the vehciles,
— If the routines are described in the company’s quality assurance or environment management system in accordance with ISO 14001, Miljøfyrtårn or equivalent third party verified systems, it is sufficient to enclose a valid certificate with a statement of where this is described. Alternatively, an account can be given of the existing targets, action plan and routines that document that the requirements are met,
