NRK will enter into an exclusive framework agreement for the delivery of safety equipment. The aim of the contract is to give NRK access to quality products of light safety equipment such as bulletproof vests, helmets and gas masks adapted for journalists on reporting assignments. The equipment shall be able to be used in several types of threatening situations such as, for example, demonstrations and for "sharp" assignments in war zones.
NRK's requirements for the products will be in the specifications that will be distributed to the tenderers that are invited to participate further in the competition, but we already indicate that the requirements will be largely based on the level that the armed forces and police have for the procurement of equivalent safety equipment for their personnel.

Juridisk, økonomisk, finansiell og teknisk informasjon
Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate;
(2) Value added tax certificate (national requirement);
(3) Company tax certificate (national requirement);
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).
Økonomisk og finansiell stilling:
— Last 2 years auditor approved accounts, including the auditor's report,
— Certificate issued by the last available period accounts for 2012,
— Credit/solidity rating and a bankruptcy prediction from a certified credit rating company shall be enclosed with the qualification application. The rating must provide information on (1) credit worthiness and (2) degree of bankruptcy risk (bankruptcy prediction). The rating must not be older than four (4) months from the deadline for the receipt of requests for participation in the competition.

Minste nivå(er) av standarder:
Tenderers shall document a healthy economy that does not give any doubt as to continued operation in the contract period.
Teknisk og faglig kapasitet:
— Give a short description of the supplier's ordering and logistics systems,
— Give a short description of how the supplier can, when needed, ensure a close dialogue and follow up,
— An overview shall be given of the company's average number of employees and the number of managers,
— If the supplier will use other companies' capacity to fulfil the contract obligations, a binding statement from the relevant sub suppliers shall be enclosed as documentation that the supplier can use the sub suppliers' resources.
A description shall be given of the tenderer's quality assurance system, including inspection routines. The description shall include show how it is assured that the product portfolio will fulfil the relevant product standards. If such documentation is based on results from independent test laboratories etc., these shall be given.

Suppliers shall state at least three relevant, actual and well documented deliveries in the last 3 years that describe equivalent assignments in both extent and complexity.

Suppliers shall have the capacity to deliver the offered goods and services to NRK during the contract period.
Tenderers shall have suitable and well worked in quality assurance procedures and inspection routines.
Suppliers shall have very good experience from assignments of an equivalent nature and extent.
