Kr.sund upper secondary school-builder’s representative for building 08, constr. stage 1, building 10

Møre og Romsdal County, henceforth referred to as the Awarding Authority, has decided to construct building 08, construction stage 1 and truck hall connected to building 10 at Kristiansund upper secondary school. In connection with the engineering, procurement and construction contract, the Awarding Authority shall contract for a builder’s representative who shall ensure the builder’s interests in connection with implementation of the project in such a way that the contractor executes the works in accordance with contractual requirements for progress, finances and quality.
All tenders shall be delivered electronically via Mercell MSS; www.mercell.no within the tender deadline. Tenders submitted subsequent to the tender deadline will be rejected (the system will not allow submitting tenders electronically through Mercell subsequent to the tender deadline).
If the tenderer is not user at Mercell, have questions in relation to functionality in the system, e.g. how to submit tenders, please contact Mercell Support, tel.no. +47 21018860, e-mail address: support@mercell.com.
It is recommended that the tender is submitted well before the deadline for receipt of tenders, e.g. minimum 1 hour prior to the deadline.
If there is additional information from the awarding authority which leads to changing the tender before the deadline expires, the tenderer can go in and open the tender and make any changes and send it in again right up until the deadline. The last received tender is regarded as the final tender.
The tender will require electronic signature.
In connection with delivery of tender, the tenderer will be asked for an electronic signature in order to confirm that it is the relevant tenderer who has submitted the tender. Electronic signature will be received from www.commfides.no, www.buypass.no, or www.bankid.no. Attention is drawn to the fact that it may take a few days to get an electronic signature. It is therefore recommended that the tenderer initiates this process ASAP.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate;
(2) Value added tax certificate (national requirement);
(3) Company tax certificate (national requirement);
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).
Work clauses in public work contracts:
In order to qualify the service provider must have employees with equal wage and working conditions normal for corresponding type of work in Norway, independent of being employed by the tenderer or sub-providers. The service provider must substantiate this by presenting affiliation to the ILO convention no. 94. Verification with self-declaration on the attached form, Annex H.

Økonomisk og finansiell stilling:
In order to qualify, the service provider must present documentation showing healthy finances, with economic and financial solidity which ensure the builder that the service provider will be financial viable during the entire agreement period and be completely able to meet the obligations given in the frames of the agreement.

The service provider must substantiate financial implementation ability by presenting:
Official annual accounts for the years 2009 and 2010 as well as semi-annual accounts for 2011. The board’s and auditor’s reports shall also be presented.
Relevant key figures will be assessed.
Liability insurance shall as a minimum have coverage in accordance with NS (Norwegian Standard) 8402. Copy of the insurance policy shall be presented.
