Invitation to prequalification for EPC Contract: Cleaning of flue gas from coal-fired energy plant, cleaning of boiler water, pumping station for seawater and storage

The scope of work is:
— NOx removal plants for two coal-fired boilers (preferably SNCR),
— flue gas dust removal plant, one common for both boilers (preferably electrostatic precipitator),
— flue gas SO2 removal plant, one common for both boilers (preferably seawater scrubber),
— cleaning plant for boiler water (reverse osmosis or evaporator),
— new building for cleaning equipment and cold storage (100 m2) and hot storage and workshop (180 m2),
— new pumping station containing the existing pumping station, new pumping station for seawater scrubber and oil separator,
— supplementary equipment like instrumentation, CMS, safety systems, electric systems etc.
All equipment shall be installed, commissioned and tested.

Contractor is invited to participate in the prequalification for the EPC turn-key Lump Sum contract: “Longyear Energy Works – Cleaning of flue gas, cleaning of water, pumping station and storage” at Longyear Energy Works in Longyearbyen at Svalbard. Longyearbyen Lokalstyre (the Local Government) owns and operates Longyear Energy works that produces electricity and district heating for Longyearbyen, Svalbard. The existing plant was commissioned in 1982 and is based on two coal-fired boilers producing steam to two generators for production of steam and district heating. Maximum effect of the plant is 11 MW electric power and 16 MW district heating. The plant has been operated according to a emission permit from 1983 that was replaced by a new one submitted 29.6.2001 (SFT 2007), put in force from the same date. The plant consists of two Burmeister & Wain coal-fired steam boilers with a capacity each of 40 tons/hour steam at 48 bar pressure and temperature of 460 °C. Only one is run at the time and the other is stand-by or in maintenance. The mean flue gas flow is about 31,000 Nm3/h, and temperature is about 135 °C. The moisture content is 3-5 % (v/v). Both dust, NOx and SO2 exceed the limit values in the new emission permit. The plant has a purification plant for feed water for the boilers. This is based on ion exchange technology. Longyear energy has decided to replace this with a more modern plant based on reverse osmosis or evaporator. The consumption of boiler water is 5 m3/h or 120 m3/day. The cleaning and purification plant shall be located in-doors, and a new extension of the existing building is planned, giving room for the new plants, storage areas and a workshop. The existing pumping station for cooling water is also to be renewed, and a new pumping station for sea water to the planned SO2 scrubber is also required. The two pumping stations will be placed in the same building which will be an extension of the existing pumping station. The existing pumping station for sewage from the plant shall also be included in the extended pumping house, and a new oil separator for the sewage shall also be installed.
