Independent Review of the Local Aid Coordination Secretariat in the Palestinian Territory

Independent review of the Local Aid Coordination Secretariat (LACS) in the Palestinian Territory in order to provide inputs and recommendations on how to optimize the performance and institutional set-up of LACS.
The estimated value of the assignment is less than 500 000 NOK, and Norad is therefore not obliged to publish the competition in Doffin and/or TED. We have nevertheless chosen to publish the competition in Doffin and TED, to reach as many candidates as possible.
In order to secure an impartial and independent review of the Local Aid Coordination Secretariat, only consultancy firms that are perceived as independent from the Co-Chairs of the Local Development Forum will be eligible for this tender. Due to Norway’s central role in the local aid coordination structure in the Palestinian Territory no Norwegian consultancy firm will be eligible for this tender. The same applies to consultants or consultancy firms with strong ties to the Palestinian Authority’s Ministry of Planning and Administrative Development (MOPAD), the United Nations Special Coordinator (UNSCO) or the World Bank. The same will apply to the team leader.
