ID 12012 marketing and sale of bio fertilizer

Oslo municipality, represented by the Energy Recover Agency (EGE), henceforth referred to as the Awarding Authority, wishes to enter into a contract with an agent for marketing and sale of bio residue, such as bio fertilizer from Romerike Biogas Plant (RBA).
The objective is a secure and sustainable sale of all bio residue from RBA and in the long run establish bio residue as an addition to, or replacement for bio fertilizer with positive cash flow for the Awarding Authority.
The agent shall be responsible for marketing, market development and establishment of sales contracts for bio residue such as bio fertilizer and/or bio concentrate from the Awarding Authority. The sales contracts shall primarily be established with local requirement holders in order to ensure the lowest possible environmental, climatical and financial costs. The agreement will be based on a close collaboration between the parties (the Awarding Authority - Agent).
The Awarding Authority will rely on that the negotiated contract shall contain various milestones with incentive for the agent to establish a long-term and sustainable system for sales of bio residue as bio fertilizer.
Incentive arrangements will be considered for areas such as, volume the sales contract shall be entered into, the share of the long-term contracts, contracts which involves simple (short) transport, market establishment and influence in establishment of storage facilities outside RBA, etc.
The Awarding Authority will emphasise close dialogue, close cooperation and mutual transfer of knowledge between the Awarding Authority and the agent (the contractual partner).
