Sjøfartsdirektoratet (the Norwegian Maritime Authority) wants t— enter int— framework agreements for hotel and conference services, that award authority requires for their business, at selected locations in Norway. The aim of the framework agreements is t— enable award authority t— book environmentally friendly hotel and conference facilities, in a cost-effective way.
The agreements shall ensure that award authority has the necessary capacity and good quality lodging in connection with employee business travels, and als— in connection with arranging conferences, courses and day meetings.

N— documentation is t— be enclosed. The Norwegian Maritime Directorate will obtain a credit rating of the tenderer from Dun&Bradstreet or equivalent. Tenderers must as a minimum achieve a rating of A credit worthy" or equivalent. Service providers with a credit rating worse than “A” will be rejected.

Service providers shall have sufficient financial ability and security t— fulfil the contract obligations.

Documentation t— be attached:

— Reference list of service provider’s 3 most important deliveries in the last 3 years with a relevance to this framework agreement, with award authority’s name, reference person’s name and telephone number, the size of the assignment and assignment period.The type of delivery, and the role the service provider played in the delivery. If sub-supplier was used for all or parts of the delivery, an equivalent reference list must be enclosed for the sub-supplier,

— The Norwegian Maritime Authority retains the right t— contact the reference person(s) t— find out their view of the execution of the assignment,

— Documentation requirements.

Report on existing procedures which document that requirements are met. If this is described in the hotel's quality or environmental management system according t— IS— 14001 or EMAS registration, this can be demonstrated by submitting documentation, alternatively license for Miljøfyrtårnsertifisering (Environmental Beacon certification), Svanemerket (Nordic Swan) or EU-Blomsten (EU flower) can be submitted.

If a certification system does not exist, a binding declaration of progress plan where a system shall be introduced within 6 months of contract signing can be accepted.

Proof of membership in a national return system for packaging, for example Grønt Punkt Norge AS, or a description of service provider's own return system shall be submitted by the time of contract signing, at the latest.

Minste nivå(er) av standarder:

Service provider, as an entity, shall have sufficient capacity and experience t— fulfil the assignment.

— Qualification requirements.

T— ensure low environmental impact of hotel service in any contract period, the supplier must have:

— System for measuring and monitoring energy consumption,

— System for measuring and monitoring waste disposal / recycling,

— System for measuring and monitoring of chemical consumption,

— System for measuring and monitoring water consumption.
