(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).

The tenderer shall comply with the requirement for conduct in accordance with the Public Procurement Regulations §§11-10 (1) e, or 20-12 (1) e.

Økonomisk og finansiell stilling:

The tenderer shall have sufficient financial capacity for executing the assignment. Extended credit appraisal report from AAA Soliditet.

The report shall be dated subsequent to date for publication of the tender contest. If the report is not submitted, Abakus shall be given authority to obtain an extended report from AAA Soliditet and information in these reports shall be the base for an assessment of the tenderer’s economic and financial situation. Information available on the deadline for receipt of tenders will be emphasised. For participation in the tender contest, credit rating higher or better than rating A or AN is required.

Teknisk og faglig kapasitet:

The tenderer shall have experience from corresponding assignments.

The tenderer shall substantiate minimum 3 corresponding assignments for the previous 3 years. Corresponding assignments are defined as assignments of equivalent extent, assortment and logistics. Documentation shall contain the name of the awarding authority, extent, contents and date of delivery. The tenderer shall have very good implementation ability.

This shall be substantiated by:

An overview of the tenderer’s total manpower.

Information of established joint venture partners or subsuppliers with influence on the delivery.

The tenderer shall have established a quality assurance system. Statement of the company’s quality assurance system, including health, safety and environment with relevance to this contract, copy of certificate, if any, issued by a public quality control institution.

The tenderer shall have an environmental management system which ensures low environmental impact in connection with the delivery.

The tenderer shall substantiate having an environmental management system which as a minimum comprises routines for safeguarding the following elements:

— The company’s environmental goals and environmental policy,

— Strategy related to the environmental aspects,

— Execution of the delivery in an environmental reliable manner e.g. waste sorting and transport.

The tenderer shall present a self-declaration which describes how the routines are executed and works. It is sufficient to present a valid certificate, if the routines are described in the company’s quality assurance or environmental management system in accordance with the Eco lighthouse programme, ISO 140001, EMAS or equivalent system verified by a third party.
