Hiring of printers and multifunction machines with associated service agreement

Havforskningsinstituttet

The Institute of Marine Research, henceforth referred to as the Awarding Authority, shall enter into framework agreement for hiring and service of printers and multifunction machines (copy-print-scan) for the Awarding Authority’s activities.
The activities are located in Bergen, Tromsø, Flødevigen (Arendal), Oslo, Matre, Austvoll and the Field station Parisvatnet in Øygarden municipality. Purchase may be relevant for certain locations.
The agreement period is 2 years from 15.5.2012 with option for 1+1 year(s) prolongation.
The extent of the agreement is based on replacement of existing machines which comprises of 37 machines. Subject to alterations in extent/numbers, i.a based on budget resolution, other systems, altered technology and changes in the Awarding Authority’s activities and/or organisation.

Beskrivelse av opsjoner:

Option for 1+1 year(s) prolongation of the agreement. The agreement includes option for delivery of machines to the Awarding Authority’s research vessel as well as delivery of paper to all of the Awarding Authority’s machines. Options for hiring of facsimile modules (if this result in additional costs), finishing treatment and 24 hours service for some machines.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate.

(2) Value added tax certificate (national requirement).

(3) Company tax certificate (national requirement).

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).

Økonomisk og finansiell stilling:

(1) Other documentation required (please state below).

— Credit appraisal/rating not older than 3 months based on the most recent accounting figures and that i.a contains information of ownership and payment remarks. The rating shall be carried out by a publicly approved credit rating agency,

— Credit appraisal/rating not lower than rating A (credit worthy) or equivalent if other appraisal/rating standards are used (figure rating),

— Tenders from suppliers with lower appraisal/rating than A or equivalent (i.e.not worthy of credit or worthy of credit against guarantee) will not be accepted,

— The Awarding Authority reserves the right to require further information presented which verifies if the tenderer has sufficient financial strength, e.g. annual accounts with the board’s and the auditor’s reports, or equivalent.

Minste nivå(er) av standarder:

The supplier shall have settled financial condition and sufficient financial capacity to implement the assignment/meet the contractual obligations.

Teknisk og faglig kapasitet:

The supplier must substantiate fulfilment of all minimum requirements made for the multifunction machines, given in the requirement specification.

The Awarding Authority will emphasise the supplier’s service network and ability to deliver. A description of the supplier’s service network and ability to deliver shall therefore be included in the tender.

Emphasis is also put on the supplier’s ability to serve the awarding authorities and ability to follow up the awarding authorities both in relation to technical assistance and support to end-users.

Minimum 3 references shall be stated.

The supplier shall give a description of environmental considerations emphasised in connection with the supplier’s business activity. The tenderer shall have knowledge of appropriate treatment of production materials in relation to health, environment and safety and in relation to disposal of the products. The supplier shall present a description of this.

Minste nivå(er) av standarder:

The supplier shall have good competence and experience from corresponding contracts. The Awarding Authority will emphasise environmental considerations in relation to procurements. The Awarding Authority therefore requires that the supplier has environmental knowledge and that environmental considerations are made in all phases of the process, from production, packaging, transport, in operation and in connection with scrapping.
