Hire of printers and multi-functional machines with accompanying service contract

Havforskningsinstituttet

The Institute of Marine Research shall enter into a framework agreement for the hire and service of printers and multi-functional machines (copy-print-scan) for the Institute of Marine Research’s entities. The entities are located in Bergen, Tromsø, Flødevigen (Arendal), Oslo, Matre, Austevoll and Field Station Parisvatnet in Øygarden municipality. There can be procurements at certain locations.
The contract is for 2 years from 1.7.2012 with an option for an extension for a further 2 years, divided into two one year options.
The contract’s extent is based on replacing the current 37 machines. This is subject to changes in the extent/number, due to, among other things, budget decisions, other systems, changed technology and changes in the awarding authority’s activities and/or organisation.

Beskrivelse av opsjoner:

Option for a contract extension for a further two years, divided into two one year options.

There will be an option in the contract for the delivery of machines to the Institute of Marine Research’s research vessel, as well as the delivery of paper to all of the Institute of Marine Research’s machines. There will also be options for the hire of fax modules (if this involves extra costs), finishing work and 24 hour service on some machines.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(2) Value added tax certificate (national requirement);

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).

— Credit rating not older than 3 months, based on the last known accounting figures and that, among other things, includes information on ownership and payment remarks. The rating shall be carried out by a credit information company that has a licence for its activities.

The credit rating shall not be worse than A (credit worthy) or equivalent if another rating is used (numbers),

— Tenders from suppliers with a lower rating than A or equivalent (i.e. not credit worthy or credit worthy with security) will not be assessed.

The awarding authority reserves the right to demand further information in order to verify whether a tenderer has sufficient financial strength, such as for example, the annual accounts with the board’s and auditor’s report or similar.

Minste nivå(er) av standarder:

Suppliers shall have their finances in order and the financial capacity to fulfil the assignment/contract.

Teknisk og faglig kapasitet:

(1) Other documentation required (please state below)

1. Suppliers must document fulfilment of all the minimum requirements for the printers and multi-functional machines in the specifications. This is done by filling in the form for replies to the specifications in the attached contract annex 2: The supplier’s system specification, see annex 1 of the tender documents.

2. Emphasis will be put on the tenderer’s service apparatus and ability to deliver. A description of the supplier’s service apparatus and ability to delivery shall therefore be included in the tender.

Emphasis will also be put on the tenderer’s ability to serve the awarding authorities and the ability to follow up the awarding authorities both as regards technical assistance and support for final users.

Tenderers shall in addition state at least three references for assessment of this criterion. This is done by filling in the attached reference form, see annex 3 of the tender documents.

3. A description of the environment considerations that the supplier emphasises in his business activities shall be enclosed.

Tenderers shall have knowledge of the correct handling of the production materials as regards to health, environment and safety and as regards the disposal of the products. Suppliers shall give a description of the above.

Minste nivå(er) av standarder:

1. Suppliers shall fulfil all the minimum requirements for the machines, i.e. all the must-requirements that are in the attached contract, annex 1: The customer’s specifications, see annex 1 of the tender documents.

2. Suppliers shall have good competence and experience from equivalent contracts.

3. The awarding authority will emphasise environment considerations in its procurements. The awarding authority demands therefore that suppliers have environmental knowledge and that environment considerations are taken into account in all parts of the process, from production, packaging, transport, in operation and when discarding.
