Hire of printers and multi-functional machines with accompanying service contract

Havforskningsinstituttet

The Institute of Marine Research shall enter into a framework agreement for the hire of printers and multi-functional machines (copy-print-scan) for the Institute of Marine Research’s entities. The entities are located in Bergen, Tromsø, Flødevigen (Arendal), Oslo, Matre, Austevoll and the Field Station Parisvatnet in Øygarden municpiality. In some locations the equipment can be purchased.
The contract is for 2 years from 1.9.2012 with an option for a further 2 years, divided into two 1 year options.
The contract’s extent is based on the replacement of the current 37 machines. This is subject to changes in the extent/amount, from, among other things, budget decisions, other solutions, changed technology and changes in the awarding authority’s activities and/or organisation.

Beskrivelse av opsjoner:

Option for a contract extension for a further 2 years, divided by two 1 year options. There will also be an option for the delivery of machines to the Institute of Marine Research's research vessels, as well as the delivery of paper to all of the Institute of Marine Research's machines. There will also be options for the hire of fax modules (if this gives extra costs), finishing products and 24 hour service for some machines.

Økonomisk og finansiell stilling:

— credit rating, not older than 3 months, based on the last known accounting figures that includes, among other things, information on ownership and payment comments. The rating shall be carried out by a credit information company that has a licence for its activities,

— the credit rating shall not be worse than A (credit worthy) or equivalent if another rating is used (number rating),

— tenders from suppliers with a lower rating than A or equivalent (i.e. not credit worthy or credit worthy with security) will not be considered.

The awarding authority reserves the right to demand further information in order to verify whether the tenderer has sufficient financial strength, such as for example, the annual accounts with the board and auditor’s report or similar.

Minste nivå(er) av standarder:

Suppliers shall have their finances in order and the financial capacity to fulfil the assignment/contract.

Teknisk og faglig kapasitet:

(1) Other documentation required (please state below).

1. Suppliers must document fulfilment of all the minimum requirements for the printers and multi-functional machines in the specifications. This is done by filling in the form for replying to the specifications in the attached contract annex 2: The supplier’s system specifications, see annex 1 of the tender documents.

2. Emphasis will be put on the tenderer’s service apparatus and ability to deliver. A description of the supplier’s service apparatus and ability to deliver shall therefore be included in the tender.

Emphasis will also be put on the tenderer’s ability to serve the awarding authorities and ability to follow up the awarding authorities both as regards technical assistance and support for final users.

For an evaluatino of this criteria tenderers shall in addition state at least three references. This is done by filling in the attached reference form, see annex 3 of the tender documents.

3. A description shall be given of environmental considerations that the supplier emphasises in his business activities.

Tenderers shall furthermore have knowledge of the correct handling of the production materials as regards health, environment and safety and as regards the disposal of the products. Suppliers shall give a detailed description of the above.

Minste nivå(er) av standarder:

1. Suppliers shall fulfil all the minimum requirements set for the machines, i.e. all the must-requirements that are listed in the attached contract, annex 1: The customer’s specifications, see annex 1 of the tender documents.

2. Suppliers shall have good competence and experience from equivalent contracts.

3. The awarding authority emphasises environmental considerations in their procurements. The awarding authority requires therefore that suppliers have environmental knowledge and that environmental considerations are taken in all parts of the process, from the production, packaging, transport, in operation and is disposal.
