Heavy Fuel Oil (HFO) in the Arctic, phase II

"The Arctic Marine Shipping Assessment (AMSA)" is a study performed in 2009 by the Arctic Council. The project "Follow-up of recommendation II (B) on Heavy Fuel Oil (HFO) in the Arctic" is a result of this study. The project is implemented under the Arctic Council working group on Protection of the Arctic Marine Environment (PAME). Phase I of the project is completed, and the final report is available at PAME's website.
The Climate and Pollution Agency carries out the tender for phase II of the project on behalf of the project co-leads: the Russian Federation, the United States of America and Norway. The Assignment includes:
1) A characterization of the vessel traffic activity levels and HFO use/carriage patterns;
2) An analysis to highlight gaps in the existing regulatory requirements for use and carriage of HFO by ships in the Arctic;
3) A risk analysis associated with the present and projected use or carriage of HFO by ships in the Arctic.
The project implementation is timed in accordance with relevant meetings under the Arctic Council, particularly the plenary meetings of PAME. The final report is expected to be presented at the PAME plenary in September 2013.
