Group contract - open tender contest for engineering design services New Brevik childhood centre

Porsgrunn kommune

The contest comprises procurement of architect and consultancy services for the planning of New Brevik Childhood Centre (New BOS). Brevik childhood centre is situated at Åsen in Bervik with access from Eidangervegen and Chrystiesgate. The property consists of Gnr 82 / BNR 89 and Gnr 82 / BNR 372. The total area of the property is more than 28 000 m2.
The concept report was considered by the City Council on 10.5.2012 with the following result:
Existing pavillions 1 to, and including, 7 shall be demolished, and the construction of a new childhood centre shall be built, see concept selection option C which includes:
— A new school designed for 200 pupils with a design that makes it possible to extend the school if necessary,
— The new kindergarten is designed for 82 children.
Detailed description of the scope is described in attachments 2.3 and 6.
In this connection Porsgrunn Municipality requests tenders for engineering design group (group contract) which comprises the following lots:
— Engineering design group manager (PGL),
— Architect work (ARK),
— Construction engineering (RIB),
— WHS engineering (RIV),
— Electro engineering (RIE),
— Interior architect (IARK),
— Landscape architect (LARK),
— Consultant geo-engineering (RIG),
— Consultant acoustics (RIAKU),
— Consultant fire (RIBR).

Documentation requirements: Supplier's annual accounts for the last 2 financial years (incl. result and balance accounts, management's annual report and auditor’s notes).

— If supplier has valid reasons as to why he cannot enclose the requested documentation, the tenderer can prove his economic and financial position by other documentation that the awarding authority can accept.

Teknisk og faglig kapasitet:

(1) A description of the tools, plant or technical equipment available to the company for carrying out the contract (for works contracts);

1.) Engineering design group’s capacity/progress

Documentation:

Overview of the company’s/companies’ average workforce in the last three years, number of assignments/free capacity and any co-operating partners.

Understanding of the assignment:

A joint response for the engineering design team with suggestions for solution, max 3 pages, challenges and opportunities that supplier envisions in connection with the engineering design assignment, including:

— Progress plan with milestones for the various stages,

— User processes,

— Operation of the school during the construction phase,

— Inter-disciplinary control.

Self-declaration stating attendance on site within 4 hours from request.

2.) Engineering design group’s competence:

It is required that supplier submits CVs for 2 of their employees who have professional skills within each subject area. This is to ensure that the engineering design group has sufficient expertise and capacity to complete the assignment. In addition to those it is required that supplier submits the following information for each of the tendered personnel:

— Description of project personnel’s skills and expertise of relevance to this project.

3) Reference projects

A list of the company and tendered personnel’s relevant reference projects in the past 5 years, including at least 2 assignments with the following information:

— Award authority’s reference person,

— Type of building/construction,

— Enterprise model.

Minste nivå(er) av standarder:

1.) Engineering design group’s capacity/progress.

The companies in the engineering design group shall have sufficient capacity to execute assignments of this size. The relevant personnel must be able to attend on site within 4 hours from meeting request.

2.) Engineering design group’s competence.

Capacity: minimum 2 persons with professional qualifications per profession.

— Expertise: documentation of the responsible contractor with a minimum of enterprise class 2.
