Tender invitation regarding procurement of joint Geographic Information System (GIS) and joint planning register to municipalities in Indre Namdal. The tender contest is henceforth referred to as Felles GIS (joint GIS). The objective of the procurement is to establish new infrastructure for collaboration of administration and publication of geodata and related services. The Awarding Authority requests a joint system which can be used by all participating municipalities.

Options are further described in the requirement specifications’ point 12 and describes, briefly summarised:

— System for continuous upgrading of alterations against the Norwegian Mapping Authority’s map databases (FKB),

— Installation of service patch, configuration of alterations and “standard” “health checks”,

— System for surveys and survey procedures,

— System for cadastral registration,

— Byggsøk (National system for electronic communication in planning and building cases),

— Generate relief model, drape patterns, surfaces and objects in a relief model.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate;

(2) Value added tax certificate (national requirement);

(3) Company tax certificate (national requirement);

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).

The company’s annual accounts for the previous 2 years as well as the board’s annual report and the auditor’s statement.

Minste nivå(er) av standarder:

The supplier shall have sufficient financial capacity to conduct the assignment/meet the contractual obligations.

Teknisk og faglig kapasitet:

(1) A statement of the quality assurance/quality control system operated by the company;

(2) Other documentation required (please state below):

— The tenderer shall submit a list of references from similar contracts/deliveries/assignments for the previous 3 years. Contacts shall be stated with names and telephone nos. It should be stated how many similar assignments have been carried out during this period. Description of relevant projects as well as information of how many of the tenderer’s employees has competence and experience in municipal geodata management. The tenderer shall substantiate experience from similar course of training as requested in this tender invitation, as well as references with names and telephone nos,

— Presentation of key personnel confirming that the personnel concerned have the necessary competence. CVs shall also be submitted,

— The tenderer shall describe the organisation in relation to number of employees, number of years the business have conducted sales and services to municipal sector, equivalent to the services requested in this tender invitation, as well as documentation of the tenderer’s overall competence and resources.

The tenderer shall describe the available technical resources (competence and equipment), with relevance to this delivery. This also applies for the service organisation.

The tenderer shall provide information of use of sub-providers, if any, and the proportion of agreement that may be conducted by sub-providers. The tenderer is responsible for the sub-providers.

Minste nivå(er) av standarder:

— The tenderer shall have experience from corresponding assignments and competence from equivalent operation environments as the Awarding Authority, including quality of service and stability in such operation environments,

— The manpower proposed for the assignment shall have the necessary competence in relevant specialized fields and in municipal geodata and planning administration,

— The tenderer shall have good implementation ability and capacity.
