Boligbygg Oslo KF

Project management connected to the awarding authority’s investment projects. Boligbygg Oslo KF would like to join up with project management companies for follow up of these works. It is assumed that the works will be divided up into sub projects that will be put out to tender in separate turnkey contracts. Service providers must also reckon on projects administered as a main contract/general contract. Boligbygg Oslo KF has estimated that the need for consultancy services for the services will be approx. 6 000 hours per annum.

This contract follows the open tender competition procedure. This is a procurement procedure that allows all interested service providers to give a tender, but that does not allow negotiation. Tender documents have been worked out for the procurement. These documents and annexes can be downloaded from Oslo municipality’s procurement portal: www. oslo.kommune.no/anskaffelser. All service providers must register here and download the documents in the competition. All communication about the procurement will go via Oslo municipality’s procurement portal. The exceptions are service provider’s questions about the tender documents and the receipt of tenders. Participation in the competition is at the participant’s own expense. (NT Ref:247495).

The contract has an option for the awarding authority to extend the contract for a further 2 years on unchanged terms, however with price adjustments if the option is taken up.

(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

The service provider shall be a legally established company.

(1) The company’s most recent annual report including new information of relevance to the company’s accounting figures.
(2) Presentation of the company’s annual accounts, or extracts thereof.
(3) Statement of the company’s turnover, of relevance to this contract, for previous years.

The service provider shall have the financial capacity to fulfil the assignment/contract.
Teknisk og faglig kapasitet:
(1) Overview of the company's total manpower.
(2) A list of the principal deliveries effected, or main services provided, by the company, in the past 3 years, with the values, dates and recipients (for supply and service contracts).
(3) Other documentation required (please state below).

Minste nivå(er) av standarder:
The service provider shall have a good ability to fulfil the contract.
The service provider shall have good experience from equivalent assignments.
A good and well functioning quality assurance system is required for the services that shall be provided.
Sufficient capacity to fulfil the assignment is required.
Service providers are required to have internal and external environment profiles, including a good and well functioning environment control system – ISO 140010 EMAS, Environment Lighthouse or equivalent – or can document that the necessary environment control system will be implemented during the contract period.
