Statsbygg, region east invites companies to an open tender competition for framework agreements for engineering design servics for future maintenance and construction works. The areas that shall be covered by the contract are region east's properties in Oslo, Akershus, Østfold, Hedmark and Oppland.
One framework agreement shall be awarded for each of the following professions for each area:
Areas:
1. Oslo;
2. Akershus and Østfold;
3. Hedmark and Oppland.
Professions:
— architect (ARK),
— landscape architect (LARK),
— consultant engineer construction (RIB),
— consultant engineer HVAC (RIV),
— consultant engineer electro (RIE).
Tenders can be given for one or several professions and areas. The competition is being held by profession and by area, tenders shall therefore not be given that presuppose a contract award within several professions and areas (i.e. no tenders with discounts).
Some assignments can require assistance from RIG, RIBR, RIAKU. The services will be procured from RIB who will possiby cover the areas with sub suppliers.
The estimated extent is approx. 0.5 - 4 manlabour years per annum, per profession and area, but this can vary according to the amount of assignments, need and budget. The estimate amount is not binding.

The awarding authority will have a unilateral right to extend the contracts on the same terms for 1 year + 1 year + 1 year.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Qualification requirements: Service providers are required to have a legally established company and a secure ability to fulfil the contract.
Documentation: 1. Company registration certificate, foreign companies are to enclose an equivalent certificate as mandated in the law in the country where the company is registered.
2. An account of the company's capacity within the relevant service area (number of employees). Small companies must be able to document capacity with binding cooperation contracts with other suppliers.
Tax certificates.
Two tax certificates shall be enclosed:
— tax certificate (tax, advance payments, garnishments, payroll tax),
— VAT certificate.
The tax and VAT certificates can be ordered from one place. Tenderers can apply to their local tax collection office or to the tax office. The certificates shall not be older than 6 months calculated from the deadline for receipt of tenders.
Tenderers with business addresses in other EEA countries than Norway shall enclose equivalent certificates in accordance with the procurement regulations § 20-12 (3).
HSE self-declaration.
All tenderers shall enclose a HSE self-declaration by the deadline for receipt of tenders.
The self-declation shall be in accordance with the form attached to the tender documents.
Økonomisk og finansiell stilling:

1. Summary of the annual accounts for the last three years, including the auditor's report.
2. Credit rating from a certified credit rating agency, not older than 1.1.2012.

Service providers must be credit worthy (A or equivalent) and must have the financial ability to fulfil the contract.

1. Description of the company's general competence
2. Overview of the company's reference projects carried out in the last three years with a statement of:
— the project's size and value,
— date of execution/implementation,
— description of the type of building and the tenderer's role/assignment,
— account of the company's competence within SHA.

Service providers shall have good competence.
Experience is required from engineering design assignments within maintenance and alteration work in office buildings/public buildings what are completely or partly in use.
— Experience with SHA in the engineering design phase.
