Framework agreements, consultancy services, the Norwegian Government Agency for Financial Management

14.11.2011 the Centre for Governmental Financial Management changed name to the Norwegian Government Agency for financial management, henceforth referred to as the Awarding Authority. The Awarding Authority’s duty is to strengthen the governmental financial management and improve the resource utilisation of the area.
The Awarding Authority has the system solutions to SAP ERP 6.0 with accompanying portal, NW 7.0 in 5 different systems and Solution Manager. The Awarding Authority has approx. 17 governmental agencies divided in 14 clients and approx. 60 000 portal users. The Awarding Authority’s system solution pays approx. 70 0000 permanent governmental employees and provide approx. 155 000 certificates of pay and tax deducted per annum.
The contract involves engaging qualified consultants for short or long term assignments related to assignments of varying complexity and scope. Particular requirements are made in relation to knowledge and competence in SAP wage system. The support area for the Awarding Authority’s wage and human resource system shall be divided in 3 areas:
I) Project management;
II) Further development of the Awarding Authority’s wage and human resource system and
III) Continuous administration of the Awarding Authority’s wage and human recourse system.
Number of providers shall be limited to up to 5 providers for each area. The Awarding Authority requests through this tender contest, competence related to 3 areas. Each area is subject to competitive tendering. The providers can therefore choose to submit tenders for one or several areas.
