The objective of the procurement is to enter into a framework agreement which shall cover Statistics Norway, henceforth referred to as the Awarding Authority, requirements for waste management services in Oslo and Kongsvinger. The Awarding Authority will cooperate with provider(s) who meet the Awarding Authority’s requirement for external environment, high security, simple solutions and solid financial strength.
The Awarding Authority will reduce the annual total amount of waste and some paper waste and residue waste in accordance with the Awarding Authority’s environmental certification and action plan for environmental management. The Awarding Authority uses Mercell Sourcing Service in this tender procedure. Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
Økonomisk og finansiell stilling:
The Awardign authority will make requirements regarding the tenderer’s financial and economic position. It is required good solidity for carrying out the assignment.
The tenderer shall present credit appraisal from an approved credit rating institution/company. The credit rating shall be based on the most recent known accounting figures. The credit appraisal shall be so called rating and contain credit rating, sub-appraisal and historical rating.

Teknisk og faglig kapasitet:
(1) A list of the principal deliveries effected, or main services provided, by the company, in the past three years, with the values, dates and recipients (for supply and service contracts).
(2) A statement of the company's health, environment and safety policy.
(3) A statement of the quality assurance/quality control system operated by the company.
It is a condition that the tenderer has established a system for quality assurance, clear ethical guidelines and carefully considered environmental profile. Quality assurance and environmental policy shall be substantiated by presenting relevant certificates or suitable statement. Ethical guidelines shall be attached the tender. Possibly link to net site for detailed description of the quality assurance system and/or environmental management system should be given.
