Petroleum Safety Authority Norway (PSA)

The Petroleum Safety Authority Norway, henceforth referred to as the Awarding Authority, wishes to enter into a framework agreement involving printing and copying services. The Awarding Authority’s requirements include i.a. printing of regular annual publications, printing and distribution of forms and accompany information materials in connection with survey, printing of business cards, envelopes as well as other odd printing and copying assignments.
The assignment includes the following areas:
Area 1:
1. Printing of the annual publication: “Safety-status og signals”.
2. Printing of the annual publication: “Dialogue”.
Area 2:
1. Printing of questionnaires and information material in connection with implementation of the questionnaire survey for the project “Trends in risk level in the Norwegian petroleum activity (RNNP)-Questionnaire”.
2. Printing of business cards.
3. Printing of envelopes with logo.
4. Various smaller printing assignments such as name tags, etc.
5. Various copying assignments.
The framework agreement period is valid from and including 1.3.2013.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
The tenderer shall not have unpaid taxes or VAT claims.
The tenderer shall comply with statutory HSE requirements.
The tenderer shall be a legally established company.
Økonomisk og finansiell stilling:

The tenderer shall have sufficient financial strength to comply with the contractual obligations.
Minste nivå(er) av standarder:
The previous 2 years annual accounts, including annual reports with notes and auditor’s statement and/or.
Credit appraisal/rating not older than 1 year based on the most recent accounting figures. The rating shall be carried out by a publicly approved credit rating agency.
Teknisk og faglig kapasitet:
(1) Other documentation required (please state below).
The tenderer’s experience profile. This means a general description of the tenderer’s relevant experience.
1. The tenderer shall attach a list of the principal relevant assignments for the previous 3 years, including information of value, date and receiver (name, telephone no. and e-mail address). References will be contacted upon requirement, only.
2. Own business:
A brief and general description of the business shall be given, including:
— Statement of the company’s core competence in relation to the extent of the delivery.
— Description on how the tenderer is organized in connection with implementation of this contract.
— A brief description of the overall quality assurance system which will be the basis for implementation of the contract.
Joint venture partners/sub-providers:
If work constellations are involved or sub-providers are expected to be engaged, the tenderer shall present equivalent information for these companies.
3. The tenderer shall present a description, self-declaration or certificates which verify that environmental considerations are safeguarded

1. The tenderer shall have relevant experience from corresponding assignments.
2. The tenderer shall have sufficient implementation ability and capacity.
3. The tenderer shall have a conscious environmental policy.
