Framework agreement-purchase of biofueloil

Undervisningsbygg Oslo KF

Municipal Undertaking for School Buildings, henceforth referred to as the Awarding Authority shall enter into a framework agreement for purchase of bio fuel oil. The framework agreement includes delivery to schools, sports halls where the Awarding Authority wishes to use the bio fuel oil as fuel. At present the Awarding Authority has 28 schools which use bio fuel oil as heating. It is planned that within the next few years fossil fuel shall be used as heating for further 7 schools.

Credit appraisal/rating not older than 6 months based on the most recent accounting figures.

The entire credit appraisal shall be delivered and contain key figures for the previous 3 fiscal years. The rating shall be carried out by a publicly approved credit rating agency. The Awarding Authority reserves the right to obtain separate credit rating if found necessary.

If the tenderer has valid reasons as to why he cannot substantiate the financial position in accordance with the requested documentation requirements, the Awarding Authority may consider other suitable documentation.

Teknisk og faglig kapasitet:

— An overview of assignments carried out the previous 5 years with certificates of sufficient implementation of the principal works. The certificates shall state value, date, time and location of the works and if the works have been professionally and properly executed.

Reference person should also be named and the Awarding Authority shall be given authorisation to contact the reference.

— description of the supplier’s average workforce and number of employees in the executive management during the previous 3 years,

— description of the equipment, machinery, tools, material or technical equipment at the tenderer’s disposal in relation to implementation of contract,

— certificate of the company’s quality assurance system/management system issued by independent bodies which confirm that the supplier fulfil certain qualification assurance standards, such as ISO 9001:2002,

— the Awarding Authority also accepts other documentation which shows that the supplier have established equivalent quality assurance measures,

— statement of the existing routines or valid certificate from a third-party verified system (e.g. Eco-Lighthouse, ISO 14001, EMAS - Eco-Management and Audit Scheme).
