Framework agreement, project management services

Undervisningsbygg Oslo KF

Municipal undertaking for school buildings, henceforth referred to as the Awarding Authority, shall enter into a parallel framework agreement for project management services. The framework agreement includes assignments related to the Awarding Authority’s properties in Oslo and projects managed by the Awarding Authority and with relation to the Awarding Authority’s activities.
The Awarding Authority’s projects are multifarious and of varying extent, duration and costs. The framework agreement shall meet the Awarding Authority’s requirement for project management for the entire spectrum of projects.
The requirement for project management services will be related to construction projects at the Awarding Authority’s properties and other projects related to the Awarding Authority’s administration and operation of the properties and internal projects. The majority of the projects are related to the construction projects.

Minste nivå(er) av standarder:

Credit appraisal/rating not older than 6 months based on the most recent accounting figures.

The entire credit appraisal shall be delivered and contain key figures for the previous 3 fiscal years. The rating shall be carried out by a publicly approved credit rating agency.

If the tenderer has valid reasons as to why he cannot substantiate the financial position in accordance with the requested documentation requirements, the Awarding Authority may consider other suitable documentation.

The tenderer shall present documentation showing competence and experience from project management assignments.

Sufficient capacity and implementation ability to manage assignments included in the framework agreement.

The tenderer shall substantiate that an adequate quality assurance system is established.

Minste nivå(er) av standarder:

A list of the principal deliveries and provided services for the previous 3 years, including information of values, dates and names of public and private recipients. Deliveries/services to public awarding authorities shall be substantiated by presenting certificates issued or confirmed by the authority in question.

Deliveries/services to private awarding authorities shall be substantiated by presenting certificates issued or confirmed by the authority in question. If this is lacking, a statement from the tenderer may be accepted.

Statement of the tenderer’s average workforce and number of employees in the administration during the previous 3 years. Information of education and professional qualifications at the tenderer and the company’s administration (competence matrix).

Certificate of the company’s quality assurance/control system issued by independent bodies which verify that the tenderer meet certain quality assurance standards, e.g. ISO 9001:2008.

The Awarding Authority also accepts other documentation which demonstrates that the tenderer has equivalent quality assurance measures.
