Framework agreement, IT equipment and licences

Museumsit AS

Museumsit AS, henceforth referred to as the Awarding Authority, attends to operation and maintenance of ICT platforms for a number of museums. The Awarding Authority intends to enter into a framework agreement for future purchase of ICT equipment and software licences in accordance with attached specifications. The agreement mainly involves purchase of ICT equipment to the museums’ commercial and organizational operation and is included in the Awarding Authority’s operational platform.
The Awarding Authority has approx. 1 000 clients and a replacement rate of 33 % per annum is expected. This amounts to purchase of approx. 300 clients per annum. The Awarding Authority wishes to enter into a framework agreement for purchase of licences. The most relevant software packages are stated in the requirement specification. At present the Awarding Authority uses academic/education licences where these are available.
The Awarding Authority uses Mercell Sourcing Service in this tender procedure. Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established
(3) Value added tax certificate (National requirement)
(4) Company tax certificate (National requirement)
(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement)
The tenderer shall meet the requirements for conduct in accordance with the Public Procurement Regulations §§11-10 (1) e, or 20-12 (1) e. Økonomisk og finansiell stilling:
The tenderer shall have sufficient financial capacity for implementation of the assignment. This shall be substantiated by presenting the Expanded Credit Appraisal report from AAA Soliditet. The report shall be dated subsequent to publication date for the tender initiation. If this is not attached, the tenderer shall verify that Abakus as has been given authority to obtain the expanded report from AAA Solidity and the information in the report will be the basis for the tenderer’s economic and financial situation. Information available on the deadline for receipt of tender will be emphasised.

Minste nivå(er) av standarder:
In order to participate in the tender competition, credit rating equal to or better than A or AN is required.
Teknisk og faglig kapasitet:
(1) Overview of the company's total manpower
(2) A list of the principal deliveries effected, or main services provided, by the company, in the past three years, with the values, dates and recipients (for supply and service contracts)
(3) A statement of the quality assurance/quality control system operated by the company.
(4) A certificate issued by an accredited certification authority attesting to the quality assurance, production or technical capacity of the company, or equivalent documentation (for service and works contracts)
The tenderer shall have an environmental management system which ensures low environmental impact in relation to the delivery. See the tender documents.
