ICT operation shall enter into a framework agreement for security surveillance of ICT services in The Norwegian Labor and Welfare Service’ (NAV) system, henceforth referred to as the Awarding Authority. The requested services include self-service systems through the Awarding Authority’s net sites and systems for case handlers in the entire system.
The framework agreement shall i.a. provide the ICT operation access to IPS systems for protection of existing and future ICT services.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate;
(2) Value added tax certificate (national requirement);
(3) Company tax certificate (national requirement);
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement);
(5) Other documentation required (please state below).
It is required that the tenderer is a legally established company. This shall be substantiated by presenting:
— For Norwegian tenderers: company registration certificate from the Brønnøysund Register Centre,
— For foreign tenderers: foreign tenderers must present equivalent certificates in accordance with the legislation in the country where the tenderer is registered.

It is required that the tenderer has sufficient financial solidity, substantiated by presenting:
— Credit appraisal from an approved credit rating agency. The appraisal shall be based on the most recent known accounting figures with a statement on how the credit rating has developed during the previous 3 years, if applicable.
The Awarding Authority reserves the right to obtain corresponding credit appraisals from credit information institutions,
— The tenderer’s most recent annual report, including the auditor’s report to relevant public authority in the country where the tenderer is established, e.g. the Brønnøysund Register Centre in Norway. Recent information with relevance to the tenderer’s accounting figures shall also be presented.

Very good implementation ability is required. This shall be substantiated by presenting:
— Description of the tenderer’s technical capacity and professional qualifications. The capacity shall be given by describing relevant units belonging to the tenderer. Qualification requirements shall be given as a brief overview of relevant competence belonging to the tenderer. Names and CVs of the proposed personnel shall not be given,

— Overview of the tenderer’s average, principal workforce and number of employees involved in the administration during the previous 3 years,
— Description of equipment, machinery, tools, materials or technical equipment at the tenderer’s disposal.
Considerable experience from corresponding deliveries is required. This shall be substantiated by presenting:
— The tenderer’s principal deliveries for the previous 3 years, including description of the assignment, its value, date and recipient.
A good and efficient quality assurance system is required. This shall be substantiated by presenting:
— Certificate issued by a certification body. The certificate shall substantiate that the tenderer meets the quality assurance norm (ISO 9000 or equivalent).

— Description of quality assurance methods.
