In order to maintain high security, reduced risk as well as comply with requirements made to the Norwegian Labour and Welfare Service, henceforth referred to as the Awarding Authority, by the Data Inspectorate, the Awarding Authority wishes to enter into a framework agreement for safety audit services in the Awarding Authority’s organisation.
The audit services shall focus on ICT infrastructure and ICT systems in the Awarding Authority’s organisations. The framework agreement shall provide the Norwegian Labour and Welfare Service ICT operations access to consultants with solid relevant technical competence and experience.
The engaged consultants shall provide assistance in connection with the Awarding Authority’s audit of set of rules, configurations, accesses, and use related to fire walls, routers, switchers and other technical equipment and systems.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate;
(2) Value added tax certificate (national requirement);

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).
It is required that the tenderer has a legally established company. This shall be substantiated by presenting:

Foreign tenderers: substantiate that the tenderer is registered in the trade index or the Register of Business Enterprises as required in the legislation where the supplier is established.

It is required that the tenderer has good financial solidity. The requirements shall be met by presenting a credit rating “good creditworthiness” or higher.

Good implementation ability is required and this shall be substantiated by presenting:
— Description of the tenderer’s technical and professional qualifications. The capacity shall be substantiated by giving a description of the tenderer’s relevant units. Qualifications shall be substantiated by giving a brief overview of general relevant competence at the tenderer’s disposal. Personnel proposed and CVs shall not be presented,

— Overview of the tenderer’s average general workforce and number of employees in the administration during the previous 3 years,
— The tenderer’s principal deliveries for the previous 3 years, including description of the deliveries, values, dates and recipients.
A good and efficient quality assurance system is required. This shall be substantiated by presenting:
— Certificate issued by a certification body which confirm compliance with the quality assurance standard (ISO9000 or equivalent).

— Description of methods for quality assurance.
