Beskrivelse av opsjoner:
After a 2 year contract period award authority has an option to extend the contract, under the same conditions, for a further 2 years, up to a total of 4 years.
Varighet: 24 måneder

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.
(3) Value added tax certificate (National requirement).
(4) Company tax certificate (National requirement).
(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
(6) Other documentation required (please state below).
If several companies submit tenders as a group, certificates and HSE statement for all group participants shall be presented.
Requirements for foreign companies:
Documentation that the company is registered in a trade or business register as prescribed in the legislation of the country where the supplier is established, as well as a Norwegian company certificate showing that the company is registered in Norway.

Økonomisk og finansiell stilling:
(1) Other documentation required (please state below).
Credit appraisal/rating, no older than 1 year, based on the most recent known accounting figures. The appraisal/rating shall, as a minimum, have rating A in accordance with AAA Solidity’s scale (or equivalent rating from other approved agencies’ scales). The rating shall be conducted by a publicly approved credit rating agency.

NOTE! If several companies jointly submit tenders as a group, documentation may be submitted showing that each group participants have sufficient financial capacity. Alternatively the group participants may rely on one of the group participant’s financial capacity (e.g the company which shall carry out the Project Group Management function). If this is the case, the relevant tenderer must substantiate sufficient financial position showing capability to carry all group participants liability included in the agreement.

In such cases, it must be clearly stated in the tender that documentation for one group participant, only, will be presented and that the other group participants rely on this financial capacity. All group members will, under any circumstances, be responsible for all contractual obligations.

Minste nivå(er) av standarder:
Tenderer shall have sufficient financial capacity to carry out the assignment/contract.
Tenderer shall, as a minimum, be worthy of credit.
Teknisk og faglig kapasitet:
(1) A statement of the quality assurance/quality control system operated by the company.
(2) Other documentation required (please state below).
Service provider shall submit a list of 3 projects that meet the experience requirement. The list shall include the name of the award authority, time of execution and type and name of the plan.
Minste nivå(er) av standarder:
It is a basic requirement that the service provider have the following experience:
— Completed at least one engineering design assignment of urban areas with several types of regulatory purposes (eg. residential, commercial, office, traffic and public),
— Completed at least one engineering design site plan,
— Completed at least one engineering design municipal plan.
All 3 reference projects shall relate to current planning and construction laws.
We emphasise that the requirement relates to the company (service provider) and the people who executed the assignment are not relevant.
The requirement is set to ensure that service providers are eligible for the assignment.
The information in this section will not be emphasised during the evaluation of quality, see tender documents' chapter 5.3.
Service provider shall have a sound and well-functioning quality assurance system for the contractual provision.
