The framework agreement for project management is for Statsbygg, region east’s properties in Østlandet. The person responsible in Statsbygg region east will vary from assignment to assignment.
The property portfolio will vary due to the procurement, sale and supply of new buildings. Region east currently has a total of approx. 1083000 m2 floor area divided between the whole of Østlandet.
The property mass is of varying ages and has been constructed with different construction techniques, several of the properties are cultural historically worthy of preservation.
The aim of entering into a framework agreement for project management is to ensure sufficient capacity and good competence at all times. Statsbygg, region east would like, through the framework agreement, to join up with permanent project managers who can quickly be fetched when there is a need for both short and longer assignments.

Qualification requirement:
The service provider is required to have a legally established company and a secure ability to fulfil the contract.
Documentation:
1. Company registration certificate, foreign companies are required to enclose equivalent certificates as mandated in the law in the country where the company is registered.
2. Account of the company’s capacity within the relevant service (number of employees). The company is required to have a staff of at least 6 qualified project managers. Smaller companies must be able to document capacity with binding cooperation contracts with other project management companies.

Tax certificates.
Two tax certificates shall be enclosed:
— tax certificate (tax, advance payment, garnishments, payroll tax),
— VAT certificate.
The tax certificate and VAT certificate can be ordered from the same place. Tenderers can either apply to their local tax collection office or the tax office.
The certificates shall not be older than 6 months calculated from the deadline for receipt of tenders.
Tenderers with business addresses in other EEA countries than Norway shall enclose equivalent certificates in accordance with the procurement regulations § 20-12 (3).
HSE self-declaration.
All tenderers shall enclose a HSE self-declaration by the deadline for receipt of tenders. The self-declaration shall be in accordance with the form attached to the tender invitation.

2. Credit rating from a credit rating agency.

Good competence and good experience, i.e. project management experience from maintenance and alteration works in office buildings/public buildings that are completely or partially in operation.
