Beskrivelse av opsjoner:
The framework agreement will be valid from when the contract is signed for 2 years. The awarding authority has an opiton to extend the contract for a further 2 yeares, with up to 1 year at a time on unchanged terms. The total possible contract length is 4 years.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.
(3) Value added tax certificate (National requirement).
(4) Company tax certificate (National requirement).
(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
— The service provider shall have his tax and VAT payments in order.
— The service provider shall have HSE in order.
— The service provider shall be a legally established company.

— The company's last annual accounts including notes, the board's annual reports and the auditor's reports, as well as recent information that is relevant for the company's accounting figures.

— The service provider shall have the financial capacity to fulfil the assignment/contract.
Teknisk og faglig kapasitet:

1A
— An account of the relevant personnel that the service provider will use for fulfilment of this contract.
1B
— If a service provider must use sub suppliers to fulfil the contract, a binding statement signed by the sub supplier must be enclosed. It shall be clear how much of the assignment that service provider intends to subcontract to the sub supplier.
2A
— List of the service provider’s previous contracts in the last 3 years that are professionally relevant for the assignments within this framework agreement. Documentation is to be given by filling in annex 7 «Template for project overview».
The assignments in the «Template for project overview» shall be documented by certificates or confirmed by the public or private authority respectively. If this does not exist, a statement from the service provider can be accepted.
The awarding authority reserves the right to contact the references if needed.
2B
Short account of competence and experience in the service provider’s «pool» of consultants.
This documentation requirement does not include each consultant’s CV.
3A
— Certificate for the company’s quality assurance system issued by independent organs that confirm that the service provider fulfil quality assurance standards, e.g. NS EN ISO 9001:2008.
Instead of a certificate, other documentation of equivalent quality assurance measures can be accepted. We ask for information on the system’s name and that an account of how the system is used in practice is required.
4A
— Documentation of central certification for the right to be responsible in development class 2 or documentation that the service provider is qualified for such local certification in development class 2.
Minste nivå(er) av standarder:
— The service provider is required to have good capacity.
Good capacity means that the service provider has a minimum of 3-5 consultants within each of the following fields:
1. Project and/or construction management for construction projects.
2. Project management for project planning, development and implementation of construction projects.
3. General consultancy and assistance for the awarding authority within various professional fields for planning and the implementation of construction projects.
Requirement 2.
— Good competence and good experience from equivalent assignments.
We will, amongst other things, but not exclusively, emphasise the following competence and experience:
— project management,
— construction management,
— planning, development and management of construction projects,
— experience from buildings that are equivalent to the awarding authority’s property portfolio,
— experience within various technical construction trades such as:
—— construction/EL/VVS/IKT,
—— RITB,
—— BIM,
—— BREEAM,
—— Environment control of construction projects,
—— MOM documentation,
—— LCC calculations.
— experience from renovation and new building projects,
— experience from different contract forms, mainly general contracts and turnkey contracts,
— relevant project administrative assignments.
Requirement 3.
— Service providers are required to have a good and relevant quality assurance system for this type of assignment that aims to improve customer satisfaction. The system must show processes for continual improvement and for ensuring that there is agreement with customer requirements and the requirements in the relevant laws and regulations.
