Oslo municipality c/o the property and town renewal department, invite companies to an open tender competition for parallel framework agreements for environment and pollution assistance, as well as environment mapping in buildings with 3 service providers.
The framework agreements shall cover the awarding authority’s need for assistance with the department’s work with mapping, planning initiatives and professional follow up of clearing pollution ground and sediments, as well as working out environment clearance descriptions, waste plans and follow up of these in the renovation or demolition of buildings.

Beskrivelse av opsjoner:

The contract period is 2 years from when the contract is signed. The awarding authority shall have an option to extend the contract for a further 1 + 1 year on unchanged terms.

Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate;

(2) Value added tax certificate (National requirement);

(3) Company tax certificate (National requirement);

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

Choose between:

— Credit rating, not older than 6 months, based on the last known accounting figures. The rating shall be carried out by a publicly certified credit rating institution.

Or:

— The company’s annual accounts for 2010, the auditor’s report for 2010 and the board’s annual report for 2010, as well as recent information that is relevant for the company’s accounting figures.

If, due to valid reasons, a service provider cannot prove his financial position in accordance with the documentation requirements, the awarding authority will consider other suitable documentation, for example, a statement from a financial institution on surety.

Service providers are required to have the financial capacity to fulfil the assignment/contract.

Teknisk og faglig kapasitet:

Description of the company, the company’s competence profile – what competence the lawyer company can offer with particular emphasis on the relevant requested legal areas, history and the current company.

Individual persons’ CVs are not wanted for this qualification requirement.

Description of the company’s previously completed assignments/deliveries completed after 1.1.2006, which are relevant for this contract, including the assignment’s value, date and recipient.

Tenderers shall state the name and e-mail address of the contact person at the two most relevant references. The references will only be contacted if needed.

Certificate of the company’s quality assurance system/control system, issued by independent organs that confirm that the service provider fulfils certain quality assurance standards, for example ISO 9001:2002.

The awarding authority will also accept other documentation that shows that the service provider has equivalent quality assurance measures. As a minimum, a general description of the system’s contents must be given, including an overview of inspection plans and check lists that are relevant for this contract.

Copy of the tenderer’s environment certification proof or equivalent documentation of the tenderer’s environment management system.

A good ability to fulfil the contract, very good professional qualifications and very good experience from equivalent assignments are required.

Service providers shall have a well functioning quality assurance system adapted to the contract’s contents.

Service providers shall have an environment management system.
