Petroleumstilsynet (Ptil)

The aim is to obtain consultancy services within the organisation development field. This includes mapping the working environment, 360 degree manager profiles, manager development programme, coaching, team development, research experience etc.
The service provider shall assist Ptil with general consultancy services and adaptations within the organisation development field. All organisation development in Ptil shall be activity based. It is therefore important that the service provider and the employees who are dedicated to the contract have basic understanding of public administration and the challenges and needs that an inspectorate has, including an understanding of Ptil’s activities, challenges and needs.
The contract involves consultancy and follow up within the following areas:
1. Management and manager development,
2. Working environment and result evaluation,
3. Research and development.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate.

(2) Value added tax certificate (national requirement).

(3) Company tax certificate (national requirement).

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).

(1) The company’s most recent annual report including new information of relevance to the company’s accounting figures.

(2) Other documentation required (please state below).

The lasts two years’ accounts including the annual report with notes and the auditor’s statement.

Credit rating, not older than 1 year, based on the last known accounting figures. The rating shall be carried out by a publicly certified credit rating institution.

Minste nivå(er) av standarder:

Service providers shall have the financial capacity to fulfil the contract. This means a good economic and financial position.

Teknisk og faglig kapasitet:

(1) A list of the principal deliveries effected, or main services provided, by the company, in the past three years, with the values, dates and recipients (for supply and service contracts).

The service provider’s competence profile. This means a general description of what competence and qualifications the service provider offers.

The service provider’s experience profile. This means a general description of what relevant experience the service provider has.

Overview of relevant manpower at the service provider.

Account of the service provider’s quality assurance system/control system and/or a copy of a system certificate issued by an accredited certification organ or equivalent documentation.

Minste nivå(er) av standarder:

Service providers shall have high relevant professional competence within, among other things, the following areas:

— Psychology,

— Organisation science,

— Statistics,

— Transfer techniques/transfer of methodological knowledge,

— Training methods.

Service providers shall have relevant experience from equivalent assignments and they shall have knowledge of public entities.

Service providers shall have the ability and capacity to fulfil the contract.

A good and well functioning quality assurance system is required for the service that shall be provided.
