Framework agreement for consultancy services road, water and sewage

Flora kommune

The awarding authority would like to establish framework agreements with companies that provide consultancy and engineering design services related to roads, water and sewage (hereafter RWS). One of the aims of establishing framework agreements for this type of service is to ensure efficiency in the procurement processes. Furthermore the aim is that the framework agreements shall ensure stability and predictability. The framework agreements shall cover most of the awarding authority's continual need for engineering design services and other engineering services within the relevant professions.
Parallel framework agreements will be signed with 3-5 service providers (probably 3), provided that there are a sufficient number of suitable tenders from qualified tenderers.
Flora municipality invests approx. 30 000 000 NOK per annum in new installations for water and sewage.
There is minimal investment in pure road installations. The engineering design services for road will mainly be in connection with water and sewage installations in municipal roads and access roads to pump stations, treatment plants etc.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
Service providers shall be a legally established company.
NB: Several companies can give a joint tender as a group without having to establish a joint company. Each participant in the group must in such cases be a legally established company.
Økonomisk og finansiell stilling:
Credit rating, not older than 1 year, based on the last known accounting figures.
Minste nivå(er) av standarder:
Service providers shall have the financial capacity to fulfil the assignment/contract.
The rating shall as a minimum be A in accordance with D&B's scale (or equivalent result on another certified agency's scale). The rating shall be carried out by a publicly certified credit rating institution.
Teknisk og faglig kapasitet:
— documentation that the service provider has experience in accordance with the qualification requirement (reference list with information on the assignment's contents, awarding authority, length and value),
— documentation of central certification or documentation that shows that the service provider fulfils the underlying qualification requirements so that based on the received documents it is probable that central or local certification will be achieved. Development class 3.

Minste nivå(er) av standarder:
— the service provider shall have experience from engineering design services within RWS, as well as experience from project administration within the same profession,
— the service provider must have the necessary qualifications to achieve certification of the company for the right to be responsible.
