The framework agreement for construction management comprises Statsbygg Region East's properties in Østfold, Hedmark and Oppland. Assignment Manager for Statsbygg Region East will vary from assignment to assignment.
The property portfolio will vary due to the purchase, sale and aquisition of new buildings. As of today, Statsbygg Region East has a total of approximately 1 083 000 m² of floor space distributed throughout the Eastern part of Norway.
Property mass is of varying age and built with different building techniques, several of the properties are heritage conservation and worthy of preservation.
The purpose of the framework agreement for construction management is to ensure that Statsbygg Region East has sufficient capacity and expertise at any time. Through the framework agreement Statsbygg Region East wishes to recruit permanent building managers that can be accessed when required, for both short and longer assignment.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate;

(2) Value added tax certificate (national requirement);

(3) Company tax certificate (national requirement);

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).

Qualification requirement:

The supplier is required to have a legally established company and a secure ability to fulfil the contract.

Documentation:

1. Company registration certificate, foreign companies are required to enclose equivalent certificates as mandated in the law in the country where the company is registered;

2. Overview of supplier’s number of employees and number of employees that work with this kind of assignments. The supplier is required to have a staff of at least 6 qualified project managers that can work at the construction site. Smaller companies must be able to document capacity with binding cooperation contracts with other project management companies.

Tax certificates.

— Tax certificate (tax, advance payment, garnishments, payroll tax),

— VAT certificate.

HSE self-declaration. The self-declaration shall be in accordance with the form attached to the tender invitation.

(1) Other documentation required (please state below).

1. Summary of the annual accounts for the last 3 years, including the auditor's report;

2. Credit rating from an approved credit rating agency.

Minimum level(s) of standards possibly required: good solidity and the financial ability to fulfil the contract are required.

Credit worthiness (rating A or equivalent) and sound financial ability to fulfil the contract are required.

Teknisk og faglig kapasitet:

1. Description of the company’s general competence;

2. Overview of the company’s reference projects carried out in the last 3 years with a statement of:

— Projects' sizes,

— Date of execution,

— Short description of the supplier's relevant assignments.

3. Written references from assignments with the greatest transfer value that say something about the work that has been performed, and the award authorities' assessment of the work.

SHA:

1. Competence plan / description of how the company is focused on the SHA;

2. A course certificate / statement of qualifications of key personnel;

3. Summary of reference projects for the last 3 years where the supplier has had the role as a SHA coordinator during the execution phase, including information of:

— Description of construction manager's assignments.

Minste nivå(er) av standarder:

Good competence and experience from work of equivalent size and complexity.

Supplier must have the competence and experience necessary to undertake the role as a good SHA coordinator during the execution phase.
