The framework agreement for construction management will apply for Statsbygg, region east’s properties in Oslo and Akershus. The responsible person in Statsbygg, region east will vary from assignment to assignment.
The property portfolio will vary due to the procurement, sale and supply of new buildings. Region east currently has a total of approx. 1 083 000 m² floor area divided over the whole of Østlandet.
The property mass is of varying ages and constructed with different construction techniques, several of the properties are culturally historically worth protecting.
The aim of the framework agreement for construction management is to ensure sufficient capacity and good competence at all times. Statsbygg, region east would like, through the framework agreement, to join up with permanent construction managers who can quickly be brought in when needed for both short and long assignments.

There will be a unilateral right for the awarding authority to extend the contract on the same terms for 1 year + 1 year + 1 year.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Company registration certificate;

(2) Value added tax certificate (national requirement);

(3) Company tax certificate (national requirement);

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement);

(5) Other documentation required (please state below).

Qualification requirements.

The service provider is required to have a legally established company and a secure ability to fulfil the contract.

Documentation.

1. Company registration certificate, for foreign companies an equivalent certificate as mandated in the law in the country where the company is registered is required;

2. Overview of the number of employees in the company, divided between consultants and administration.

Tax certificates.

2 tax certificates shall be enclosed:

— Tax certificate (tax, advance payments, garnishments, payroll tax),

— VAT certificate.

The tax certificate and VAT certificate can be ordered from one place. Tenderers can either apply to their local tax collection office or the tax office.

The certificates shall not be older than 6 months calculated from the deadline for receipt of tenders.

Tenderers with business addresses in other EEA countries than Norway shall enclose certificates in accordance with the procurement regulations § 20-12 (3).

HSE self-declaration.

All tenderers shall enclose a HSE self-declaration by the deadline for receipt of tenders. The self-declaration shall be in accordance with the attached from in the tender documents.

Økonomisk og finansiell stilling:

1. Summary of the annual accounts for the last 3 years, including the auditor's report;

2. Credit rating from a certified credit rating agency.

Minste nivå(er) av standarder:

Credit worthiness is required (rating A or equivalent) and a secure financial ability to fulfil the contract.

Teknisk og faglig kapasitet:

(1) Other documentation required (please state below).

1. Description of the company’s general competence;

2. Overview of the company’s reference projects carried out in the last 3 years with a statement of:

— The project’s size,

— Date of execution/implementation,

— Description of the tenderer’s assignment.

3. Written references from assignments with the most transferable value that say something about the work that has been carried out, as well as the awarding authority’s evaluation of the work.

SHA:

1. Competence plan/description of how the company focuses on SHA;

2. Course certificates/ account of competence for key persons;

3. Overview of reference projects for the last three years where the tenderer has had the role of SHA coordinator in the execution phase, with a statement of:

— Description of the construction manager’s assignment.

Minste nivå(er) av standarder:

Good competence and good experience with the execution of assignments of an equivalent size and complexity.

Tenderers are required to have the competence and experience that is necessary for taking on the role of SHA coordinator in the execution phase in a good way.
