Framework agreement for communication services related to the development of campaigns

Statens vegvesen uses campaigns as one of many measures to improve road safety in Norway. With this tender, the contracting authority wishes to enter into a framework agreement with a communication - / advertising agency for the development of campaigns during the contract period.
The performance will be to develop the campaigns strategy, plan, message and the creative expression. This includes the production of the material adapted for a wide range of communication areas for examples film, radio, print and digital media. We also seek assistance with the PR work in connection with these campaigns.
We seek to enter into a contract with one supplier. The agreement is a framework agreement and applies for one year with an option of an extension of 1 +1 +1 years.
The contract has a value of up to 10 million per year including services from subcontractors. The amount is inclusive of VAT. The value is exclusive media placement / media buying. Statens vegvesen cannot give any guarantee for the specific volume or amount, and there are no purchase commitments. The plan includes scheduled campaigns for seat belt use, speed and the interaction of motorist-cyclist in 2013.

The bidder shall describe how the supplier will ensure adequate capacity for this assignment. Among other things, submit a staffing plan for this assignment showing means for employees, contractors, subcontractors, etc.
The bid shall include documentation from completed campaign(s). The documentation shall include the following information:
— short description of the assignment Period
— the Client
— what communication tasks / actions were implemented
— size of the assignment in NOK
— the clients contact person including telephone number and e-mail address. All relevant contacts may be contacted.
Minste nivå(er) av standarder:
The bidder shall have sufficient capacity and capability in accordance with this assignment.
The bidder shall have experience from assignments of a similar nature, scope and difficulty rating in Norway. Bidders must document a minimum of 1 large behavior / awareness campaign of a non-commercial disposition, preferably no older than 2006. Experiences from before 2002 will not be considered.
